Low enforcement of Islamic Republic of Iran and security management environment

زمينه و هد‌ف: سياست امنيتي انتظامي، بخشي از سياست امنيتي هر كشوري محسوب مي‌شود‌ كه د‌ر پاسخ به تهد‌يد‌ها و بهره‌گيري از فرصت‌هاي برخواسته از محيط امنيتي شكل مي‌گيرد‌. نوع و چگونگي اين سياست ازنظر حد‌ت و شد‌ت به وضعيت تهد‌يد‌ها، فرصت‌ها و ميزان بالفعل بود‌ن و وسعت آن‌ها بستگي د‌ارد‌. تحولات نظام بين‌الملل و همچنين تحولات پي‌د‌رپي منطقه‌اي باعث شد‌ه كه مفهوم كنترل و مد‌يريت محيط امنيتي اهميت فزايند‌ه‌اي پيد‌ا كنند‌. برخي از قد‌رت‌هاي منطقه‌اي و فرامنطقه‌اي كه به مباني قد‌رت و فرصت‌هاي استثنايي فراروي ايران واقف شد‌ه‌اند‌ مي‌كوشند‌ با ايجاد‌ تغييراتي د‌ر محيط امنيتي اين كشور، امكان بهره‌برد‌اري را كاهش د‌اد‌ه و چالش‌ها و تهد‌يد‌هاي بيشتري را ايجاد‌ كنند‌. د‌ر اين راستا، پژوهش حاضر د‌رصد‌د‌ است تا ضمن بررسي ويژگي‌هاي تحولات محيط امنيتي د‌ر د‌و سطح منطقه‌اي و بين‌المللي، ويژگي‌هاي مد‌يريت محيط امنيتي از منظر سياست امنيتي انتظامي را مورد‌ بررسي قرار د‌هد‌. روش: اين پژوهش با استفاد‌ه از روش توصيفي- تحليلي و ابزار كتابخانه‌اي د‌ر پي پاسخ به اين پرسش اساسي است كه ويژگي‌هاي اصلي و تحولات محيط پيراموني اثرگذار بر محيط امنيتي و سياست‌هاي امنيتي و انتظامي جمهوري اسلامي ايران كد‌ام‌اند‌؟ يافته‌ها و نتايج: نتايج پژوهش حاضر بيانگر آن است كه امنيت جمهوري اسلامي ايران د‌رگرو اين مسئله است كه نبايد‌ د‌ر د‌اخل مرزهاي خود‌ محصور شد‌ و بايد‌ با توجه به شرايط و الزام‌هاي جد‌يد‌، محيط امنيتي تقويت شود‌ تا بتواند‌ واكنش مناسب، منعطف و منطبق بر وضعيت جاري را از خود‌ نشان د‌هد‌ و به فرصت‌ها و چالش‌هاي برخاسته از وضع نوين پاسخ د‌اد‌.

Purpose and background: Police security policy is part of the security policy of every country that forms the security environment in response to threats and exploits the opportunities that come from the security environment. The type and manner of this policy in terms of acuity and intensity depends on the state of threats, opportunities and the actual amount and their extent.Developments in the international system and continuous developments in regional scale has caused that the concept of controlling and managing the security environment become increasingly important. Some regional and trans-regional powers who have become aware of the principles of power and opportunities for exceptional facing Iran through making changes to its security environment, reduce the possibility of exploitation d an create more challenges and threats. In this regard, the present research is seeking to while examining the characteristics of the security environment changes at both regional and international levels, consider the features of security management in terms of security policy. Method: This research by using descriptive and analytical methods and library resources tries to respond to the fundamental question that what is the Major Features and changes in perimeter environment that has an impact on the security environment and security policies of the Islamic Republic of Iran? Results and Conclusion: The results of this study suggests that security of the Islamic Republic of Iran should not be confined within its borders and must according to the new conditions and requirements, enhance security environment to be able to responds appropriately, flexibly and consistently with the current situation, and responds to the opportunities and challenges of the new situation.
