The Role and Effects of Human Rights on the Emergence of the Global System

ابتدا موضوع را با چند مورد اميدوارانه درخصوص حقوق بديهي بشر و مشاهدات موجود درمورد اين حقوق آغاز خواهم كرد كه اين موضوع سرآغازي براي بازتاب نقش حقوق بشر در پيدايش نظام جهاني خواهد بود. به نظر من پيدايش نظام جهاني يك دوره اي از تغيير و تحول سريع است. اين تحول با پيشبرد زمان ميتواند گاهي منجر به سقوط شود، همانگونه اتحاد جماهير شوروي به اين شكل سقوط نمود، لذا كاملا پيداست كه پيشرفت اين روند همگام با زمان اگرچه شايد كمي آهسته اما مستمر است؛ اما دراين جا عمده تمركز من نه معطوف به آناليز نيروهاي بازدارنده از سقوط و بازسازي و تغيير شكل جهاني و نه پيش بيني جهت و سوي آن درآتيه است، بلكه من دراينجا قصد دارم مشاهدات خود را با تمركز بر يكي از جنبه هاي اين پيشروي نظام جهاني بيان كنم؛ اين بعد نيز شامل نقش ادعاهايي است كه درخصوص حقوق افراد بشر مطرح شده است و تلاش مي شود تا با تشريح اين حقوق آنان را به مرحله اجرايي نمودن سوق داد، چرا كه اين بعد نقش مهم و مفيدي را دراين عرصه ايفا مي كند.

At first, I will start the paper with some hopeful cases about human rights and the observations about these rights, which is an opening gate to reflect the role of human rights in the global system emergence. I think the emergence of the global system is a period of rapid change and development. This development can sometimes lead to the collapse of a system over time, as in the case of the Soviet Union. It is thus quite obvious that although this process may occur very slowly but continuously, my focus here is not on analyzing the factors preventing the collapse or reconstruction and transformation of the world, nor do I focus on predicting their direction in the future; rather I am going to express my observations with focus on just one aspect of this progression of the global world. This dimension includes the role of the claims that have been made about the rights of human beings. Attempts will be made to describe these rights in order to lead them to the implementation stage, because this aspect plays an important and useful role in this area.
