قاچاق يعني انتقال پنهاني يك چيز از نقطه به نقطه ديگر است كه مي تواند به شكل هاي مختلف و تمهيدات پنهان سازي متنوع صورت گيرد. در اصطلاح گمرك و ساير دستگاه هاي وصولي دولت، منظور از قاچاق، گريزاندن كالا از پرداخت ماليات و عوارض به دولت است و يا فرار دادن كالا از شمول مقررات دولتي و نقل و انتقال و خريد و فروش آن به طور غيرمجاز و ممنوع است. اين پديده در جهان سوم تحت هدايت و مديريتي قوي است كه البته اين هدايت و مديريت جنبه جهاني و مربوط به امنيت كشورها ازبُعد سياسي، اقتصادي و اجتماعي-فرهنگي دارد و متصل است به قدرتهاي استكباري كه با هدف سودآوري و غارت منابع ملي كشورهاي در حال توسعه و ضربه زدن به سياست و فرهنگ كشورها، به طور وسيع و همه جانبه اين حركت را آغاز كرده اند و از اين طريق منابع كشورها را به غارت مي برند. بدون ترديد قاچاق كالا اقتصاد كشورها در فرض مسأله پژوهش حاضر، اقتصاد كشور ايران - را از نظر توليد، سرمايه‌گذارى، صادرات و اشتغال تحت تأثير قرار داده و آثار مخربى بر آنها مى‌گذارد. از عمده‌ترين تأثيرات منفى قاچاق كالا، تأثيرات آن بر سرمايه‌گذارى است. دراين ميان، برخى محصولات به صورت سازماندهى و جهت‌دار با هدف تهاجم به ارزش‌ها و معيارهاى اخلاقى به داخل كشور قاچاق مى‌شوند و از لحاظ بُعد فرهنگي و اخلاقي باعث اختلال مي شود و افزايش فاصله طبقاتى، هدر رفتن منابع ¬ملى، تضعيف كارآمدى، كاهش اميد ملّى وكاهش امنيت عمومى از پيامدهاى ‌نامطلوب ‌سياسى قاچاق مى‌باشد كشور ايران به جهت دارا بودن مرز مشترك با هفت كشور خارجي (از طريق مرز خشكي) با فرهنگ هاي مختلف و مغاير با فرهنگ ايران اسلامي همواره مورد توجه عده اي خاص به جهت بهره برداري هاي اقتصادي و مادي و نيز مورد توجه عده اي ديگر به لحاظ سياسي و فرهنگي و ضربه زدن به نظام مقدس جمهوري اسلامي ايران بوده و هست (مانند كشورهاي تركيه و ارمنستان كه از لحاظ فرهنگي و پايبندي به اخلاقيات در رتبه بسيار پاييني در مقايسه با جوامع فرهنگي متأثر از فرهنگ غني اسلامي مي باشند). نگارنده در پژوهش حاضر آثار اقتصادي قاچاق كالا را بر نظام اقتصادي كشور مورد بررسي و ارزيابي قرار داده است.
