Developing a Strategic Plan for Championship Sport in Semnan Province Combining SWOT and AHP Methods

ورزش به عنوان بزرگترين پديده اجتماعي جهاني، در زندگي انسان ها نقش بسيار مهمي دارد. در واقع، ورزش از ملزومات زندگي معاصر گرديده و بخشي از فرهنگ و هويت ملل محسوب مي شود. ورزش نوعي بازي سازمان يافته و هدفمند است كه در آن حركت ها به منظور تقويت قواي جسماني، افزايش روحيه و كسب مهارت اجرا مي شود. بديهي است كه برنامه راهبردي در رسيدن به اين اهداف، نقش مهمي را ايفا مي كند. پژوهش حاضر با هدف تدوين برنامه راهبردي ورزش قهرماني استان سمنان با روش تركيبي SWOT و AHP انجام شد. روش تحقيق، توصيفي– پيمايشي است و براي تعيين گزينه هاي درخت سلسله مراتبي از نظرات خبرگان و صاحب نظران ورزش قهرماني استان سمنان، كتاب ها و مقالات مرتبط و مباحث مطرح در جلسات شوراي راهبردي در اين زمينه استفاده شده است. جامعه آماري پژوهش 250 نفر متشكل از 73 نفر از مديران و روساي هيئت هاي ورزشي، 43 نفر از كارشناسان ستادي و روساي ادارات ورزش و جوانان شهرستان ها، 42 نفر از داوران و مربيان شاغل در ليگ هاي برتر رشته هاي ورزشي، 63 نفر از قهرمانان ورزشي و 29 نفر از صاحب نظران ورزش استان سمنان بود كه حجم نمونه با توجه به جدول مورگان 152 نفر تعيين گرديد. پس از اعلام فراخواني، از جامعه آماري خواسته شد تا عوامل داخلي (قوت و ضعف) و عوامل خارجي (فرصت و تهديد) در ورزش قهرماني استان سمنان را اعلام نمايند و پس از شناسايي و دسته بندي نظرات، پرسشنامه مخصوص به روش اي اچ پي طراحي گرديد. روايي محتوايي پرسشنامه توسط متخصصان و صاحبنظران تاييد شد و پايايي آن نيز با آلفاي كرونباخ 0/89 به دست آمد. براي تحليل و تعيين وزن نسبي داده هاي توصيفي از نرم افزار SPSS و براي تحليل سلسله مراتبي از نرم افزار AHP Master استفاده گرديد. در بخش نظر سنجي نيز 152 نفر به عنوان نمونه آماري به روش تصادفي ساده انتخاب شدند. نتايج پژوهش نشان داد كه بالاترين رتبه در بخش قوت ها به هيئت هاي ورزشي ساماندهي شده و منسجم در استان(0/321) و پايين ترين رتبه مربوط به وجود نيروي انساني جوان و تحصيلكرده در سطح ادارات ورزش و جوانان استان سمنان(0/056) بود. در بخش ضعف ها، پايين بودن تعداد مدارس ورزش در سطح استان(0/509) بالاترين رتبه و عدم توجه به ورزش هاي پايه و نظام استعداديابي علمي در ورزش استان سمنان(0/079)كمترين رتبه را كسب نمودند. در بخش فرصت ها، بالاترين رتبه به ديدگاه ها و رهنمودهاي رهبران و مسئولان نظام(0/365) و كمترين رتبه وجود صنايع بزرگ و كوچك در استان (0/076) اختصاص داشت و در بخش تهديد ها، بالاترين رتبه مربوط به افزايش نرخ اعتياد، طلاق و بزهكاري در استان سمنان(0/312) و كمترين رتبه مربوط به عدم وجود فرهنگ حمايت مالي از ورزش در حد انتظارات ورزشكاران(0/0654) بود.

Today, sport as an amazing social phenomenon is of important role in life style. It is a necessary of life and a part of culture and identity of nations in this era. It is a kind of organized an purposeful game in which all the movements are done for improving physical and mental power and skillfulness. So that is necessary to have a strategic plan. The purpose of this study is developing a strategic plan for championship of Semnan province combining SWOT and AHP methods. Descriptive-field research method has been used for this study and to determine the analytical hierarchy process, experts of Semnan championship sport were employed to study the books, related articles and meetings of the Steering Council in this area. The statistical population consisted of 73 managers and members of the board of directors and heads of sports, 43 of experts and heads of sport departments,42 coaches and referees working in the premier leagues of athletic fields , 63 sport champions of Semnan and 29 clear sighted experts. Totally, 152 people were selected based on Morgan chart. After the announcement of the calling, statistical population were asked to announce internal factors (strengths and weaknesses) and external factors (opportunities and threats) of championship Sport of Semnan province and after identifying and classification of the ideas, questionnaire of AHP method was designed. Validity (nominal, of content) of the questionnaire was confirmed by experts and its reliability was obtained due to the incompatibility rate of the questionnaire which was 0.89 by Cronbach's alpha. For descriptive data analysis, SPSS software and for hierarchical analysis, AHP Master Software were used. In the survey part 152 people were recruited. The results showed that the strengths are about the organized sport boards (0/321) and the weaknesses are about the young new working staff in sport organization (0/056).About the reason of weaknesses the lack of sufficient number of schools in province was obvious (0/509) and ignoring the basic sports and finding talents was less(0/079).About the opportunities the upper state was for the ideas of leader and governmental staffs (0/365) and the least was for lack of being small and big industries in the province(0/076).About threats increasing number of crime and addiction and divorce (0/312) were the major and lack of the least support of athletes (0/0624) was the minor reason.
