تحليل جايگاه تعاوني‌هاي مسكن در نظام برنامه‌ريزي مسكن در ايران

بخش مسكن در چند دهه گذشته به دليل رشد سريع شهرنشيني و مشكلات ناشي از آن در كشور منجر به عدم تامين مسكن شهرنشينان توسط دولت شده است. با اين‌ وجود بخش«تعاوني» به ‌عنوان راهي براي تحديد مشكل مسكن در كشور مورد توجه قرار گرفته است. در همين راستا هدف از پژوهش حاضر تحليل تعاوني‌هاي مسكن و جايگاه آن‌ها در نظام برنامه‌ريزي مسكن كشور مي‌باشد. روش كار در اين تحقيق با رويكرد توصيفي- تحليلي بوده و جمع‌آوري اطلاعات بر اساس مطالعات كتابخانه‌اي و اسنادي تدوين ‌شده است. يافته‌ها نشان مي‌دهد كه علي‌رغم آن كه تعداد پروانه‌هاي ساختماني صادره براي تعاوني‌هاي مسكن نسبتا رقم كوچكي است، اما نسبت تعداد واحدهاي مسكوني تعاوني‌هاي مسكن در ساختمان رقم بالاتري را نشان مي‌دهد. به‌طوري ‌كه تعداد پروانه‌هاي ساختماني صادره حدود 06/3 واحد مسكوني و پروانه‌هاي صادره براي بخش خصوصي حدود 6/2 واحد مسكوني و در پروانه‌هاي صادر شده براي بخش تعاوني مجوز 19/1 واحد مسكوني در نظر گرفته ‌شده است. بنابراين ارقام فوق نشان ‌دهنده تمايل شركت‌هاي تعاوني مسكن به انبوه‌سازي بيش‌تر و استفاده هر چه بيش‌تر از زمين در جهت ساخت‌و‌ساز مسكن مي‌باشد. همچنين با طبقه‌بندي استان‌ها از لحاظ تعداد متقاضي واحدهاي مسكوني در پروانه‌هاي صادره نشان داده شد كه استان تهران به ‌تنهايي در يك خوشه مطلوب و در رده اول و استان‌هاي تبريز، اصفهان، خراسان رضوي، فارس و كرمانشاه در وضعيت نيمه‌مطلوب و در نهايت اين كه مابقي استان‌ها كه بالغ‌ بر 25 استان مي‌باشند، در وضعيت نامطلوب قرار دارند.
