Issue of Immigration to the European Union 2008-2016

دستوركار جديد روابط بين‌الملل تغيير كرده است. به عبارتي ديگر مسايل اساسي جهان در قرن بيست‌ويكم در مقايسه با قرن بيستم عبارتند از: پناهجويي و مهاجرت، بيماري‌هاي واگيردار، تغييرات آب و هوايي، دولت‌هاي ورشكسته، تروريسم. در اين ميان مسيله مهاجرت و پناهجويي به خصوص با توجه به وضعيت آن در اتحاديه اروپا به عنوان مسيله‌اي كه جغرافيا، تاريخ، هويت، اقتصاد، فرهنگ و سياست را تحت‌تاثير قرارداده است، از زواياي مختلف نظري و عملي مورد توجه پژوهشگران، تصميم‌گيران و سياستگذاران قرارگرفته است. اين مسيله چالش‌هايي را براي رويكردها و نظريه‌هاي موجود در روابط بين‌الملل در تبيين، فهم و تحليل به وجود آورده است؛ به شكلي كه تغيير ماهيت اين مسايل و وضعيت‌هاي پيش‌آمده ضمن روشن كردن محدوديت‌هاي تبييني-تحليلي نظريه‌هاي موجود، ضرورت به كارگيري ابزارهاي نظري و مفهومي جديد براي فهم و تبيين اين مسايل را اجتناب‌ناپذير كرده است. از اين‌رو در اين مقاله نگارندگان فراتر از كنوانسيون‌ها مقررات و قوانين نهادهاي بين‌المللي، به دنبال مشخص كردن نوعي از مفهوم‌پردازي از مسيله مهاجرت در ابعاد بين‌المللي توسط يك رهيافت جديد در نظريه انتقادي روابط بين‌الملل، به معناي خاص آن هستند. روش پژوهش مقاله توصيفي – تفهمي - استدلالي است. گردآوردي داده‌هاي نظري از منابع كتابخانه‌اي‌ و اينترنتي است. يافته‌هاي مقاله نشان مي‌دهد كه توسل به رهيافت آدورنويي در فهم مسيله مهاجرت، مي‌تواند ضمن نشان دادن محدوديت‌هاي جريان‌هاي نظري در روابط بين‌الملل، ابعاد ناگشوده‌ و تازه‌اي از آن مسيله را براي پژوهشگران، تصميم‌گيران و سياستمداران اتحاديه اروپايي روشن كند.

The International Relations new agenda is undergoing important changes. The new issues included in this agenda are mostly related to immigration and refugees, contagious diseases, climate change, failed states and terrorism. In this new atmosphere, the issue of immigration and refugees has been studied from different theoretical and practical and theoretical dimensions, mostly in response to its significance to the European countries as a matter with geographical, historical, economic, cultural and political consequences. This has challenged the explanation capabilities of the existing approaches to the international relations in a way that has made reference to new theoretical and conceptual tools of understanding unavoidable. In this paper, the authors tend to point to a new conceptualization of immigration issue in international relations away from the conventional rules and regulations stipulated by the international institutions using a new approach rooted in the critical theory of International Relations. We discuss that resorting to an Adornoian approach to understanding immigration not only reveals the limitations of the current theories of IR but opens way for the researchers, policy-makers and politicians of the European Union to new dimensions of the immigration issue.
