Examining the Supreme Leaderייs Guidance on Economic Protection (With an Approach of its Implementation in Security Organizations)

زمينه و هدف: زمينه انجام اين تحقيق تاكيد‌هاي مكرر مقام معظم رهبري(مدظله‌العالي) و توجه دادن مسيولان به اهميت موضوع پيشگيري و مبارزه جدي با فساد اقتصادي و تحليل اثرهاي مخرب آن بر جامعه اسلامي با مخاطب قرار دادن همه مسيولان نظام در مناسبت‌ها و براي اقشار مختلف بوده است. ايشان با بيان اين مطلب در حضور اعضاي دولت كه «آنچه ما به شما مي‌گوييم در واقع براي همه مديران و مسيولان بخش‌هاي گوناگون در سطوح مختلف حجيت دارد و بايد رعايت كنند» اجراي دقيق بيانات را براي همه سازمان‌ها ضروري تلقي نموده‌اند؛ چرا كه فساد اقتصادي به‌صورت پنهان، ساختار در هم تنيده سازمان‌ها را سست و ضمن دور نمودن مجموعه از هدف‌هاي راهبردي، بستر از بين رفتن هدف‌هاي اقتصادي آنها را در سطوح مختلف فراهم مي‌نمايد. هدف اين تحقيق، در ابتدا تحليل نظري فساد اقتصادي و سپس ارايه الگويي پيشگيرانه مبتني بر رهنمود‌هاي مقام معظم رهبري(مدظله‌العالي) در سازمان‌هاي امنيتي است. روش تحقيق: روش اين تحقيق كيفي و با بهره‌گيري از روش تحليل محتوا انجام شده است. ابزار تحقيق روش اسنادي و مجموعه بيانات مقام معظم رهبري(مدظله‌العالي) مرتبط با موضوع‌هاي اقتصادي و مالي در مناسب‌هاي مختلف است كه پس از جمع‌آوري داده‌ها با روش تحليل محتوا توسط محقق تحليل و متعاقب آن، كد، مفاهيم و مقوله‌هاي آن مشخص شده‌اند. يافته‌ها و نتايج تحقيق: يافته‌‌هاي اين تحقيق نشان مي‌دهد كه از ديدگاه مقام معظم رهبري(مد‌ظله‌العالي) پيشگيري از فساد اقتصادي در سازمان‌ها، معلول انجام درست وظايف خاص و محوله عوامل اجرايي و نظارتي و همچنين هم‌افزايي بين آنهاست. ارتقاي تقواي اقتصادي و معنوي كارگزاران در اجرا و نظارت، مسيوليت‌پذيري عوامل اجرايي در پيشگيري از بروز فساد اقتصادي، شفاف‌سازي فعاليت‌هاي عوامل اجرايي و همچنين داشتن اشراف اطلاعاتي عوامل نظارتي بر گلوگاه‌هاي اصلي، برخورد شديد با واسطه‌ها و دلالان و برخورد با افراد نفوذي مفسد؛ اصلي‌ترين مولفه‌هاي يك سازمان امنيتي سالم مي‌باشد. كليد واژه‌ها: پيشگيري، سازمان‌هاي امنيتي، فساد اقتصادي.

Background and Objectives: The present research emphasizes the repeated emphasis of the Supreme Leader and the attention given to the importance of the issue of prevention and the serious struggle with economic corruption and the analysis of its destructive effects on Islamic society. Speaking in the presence of members of the government, saying that "what we are telling you must be considered, in fact, by the authorities and the managers and officials of different sectors at different levels". The purpose of this research is to firstly analyze the economic corruption and then provide a preventive model based on the guidance of the Supreme Leader in security agencies. Methodology: This qualitative research was carried out using content analysis method. The research tool is a documentary method via examining the statements by the Supreme Leader related to economic and financial issues in various ways. After collecting the data, the content analysis method is analyzed by the researcher and subsequent code, concepts and categories were presented Findings and conclusion: The findings of this research show that, from the point of view of the Supreme Leader, the prevention of economic corruption in organizations is due to the proper performance of specific tasks and the delivery of executive and supervisory functions as well as co-operation between them. Promotion of economic and spiritual virtue of agents in the implementation and supervision, responsibility of executive agents in preventing economic corruption, clarifying the activities of executive agents, as well as having intelligence agents, controlling factors on the main bottlenecks, dealing with intermediaries and dealers and dealing with corrupted perpetrators; are among the main components of a healthy security organization.
