ارزيابي راهبردهاي مقابله با فساد مالي با تأكيد بر فناوري اطلاعات و ارتباطات (مطالعه موردي يكي از مناطق 22 گانه شهرداري استان تهران)

(Evaluation of the Anti-corruption Strategies with Emphasis on ICT (Case study: District 22 of Tehran province Municipality

اين تحقيق بر آن است كه تأثير چهاربعد از ابعاد فناوري اطلاعات و ارتباطات شامل شفافيت، پاسخگويي، ارتباطات و آگاهي را بر فساد مالي با استفاده از روش علمي مورد كنكاش قرار داده و براساس يافته ها راهكارها را بدست آورد. هدف اصلي بررسي رابطه ميان استفاده از فناوري اطلاعات و ارتباطات و فساد مالي است. پس از بررسي پيشينه پژوهش، پرسشنامه اي تدوين شد و پس از برآورد روايي و اعتبار پرسشنامه اوليه ميان كارمندان و ذينفعان يكي از مناطق 22 گانه شهرداري استان تهران توزيع و تعداد 318 پاسخنامه تكميل شد و با استفاده از تكنيك هاي آماري ضريب همبستگي اسپيرمن و آزمون ميانگين هاي مستقل و آزمون فريدمن مورد تجزيه و تحليل قرار گرفت. يافته هاي حاصل از پرسشنامه تلخيص شده و اولويت هريك از اين ابعاد مشخص گرديد و آشكار شد كه افزايش آگاهي ارباب رجوع، شفافيت اطلاعات، پاسخگويي و بهبود ارتباطات موجب كاهش فساد مالي مي شود. بدين ترتيب در اين تحقيق به اين نتيجه رسيديم كه ميان فناوري اطلاعات و ارتباطات و كاهش فساد مالي در شهرداري رابطه منفي و معني دار وجود دارد.

This research seeks to investigate the impact of four dimensions of information and communication technology (ICT) including transparency, accountability, communication and awareness on financial corruption using the scientific method and come to solutions based on the findings. The main purpose of the study is to investigate the relationship between the use of ICT and financial corruption. Having reviewed the literature, we developed a questionnaire and assessed its validity and reliability. Then we distributed it among the employees and stakeholders in District 22 of Tehran province Municipality. A total of 318 questionnaires were completed and were analyzed using the statistical techniques of Spearman's correlation coefficient, the independent T-test and Friedman test. The findings of the questionnaire and the priority of each of the dimensions were identified and it was revealed that the increased customer awareness, information transparency, accountability and improvement of communications would reduce financial corruption. Thus, this research showed that there is a significant negative relationship between ICT and the reduction of financial corruption in the municipality.
