Role of Governments in Economic Growth Using Panel VAR

اين مقاله با رويكردي جديد در قالب يك مدل خودرگرسيون برداري با داده‌هاي تابلويي به بررسي اثرات انواع هزينه‌هاي ي دولت بر رشد اقتصادي در بين دو گروه كشورهاي با درآمد متوسط و بالا براي دوره زماني 2000 تا 2013 مي پردازد. براي اين منظور انواع هزينه‌هاي ي دولت‌هاي‌دسته بندي شده و واكنش‌هاي ي ضربه اي آنها بررسي شده است. ويژگي اصلي مدل VAR با داده‌هاي تابلويي شوك‌هاي ي به هم پيوسته و همزمان در مدل است كه بتوان گروه بزرگي از كشورها را با ويژگي‌هاي ي متفاوت بررسي كرد. نتايج نشان مي‌دهد كه مطابق با انتظارات، افزايش ناگهاني هزينه‌هاي ي مصرفي دولت بر رشد اقتصادي در هيچ گروهي از كشورها تاثير معني داري ندارد و صرفا هزينه‌هاي ي زيربنايي مانند آموزش و بهداشت به شكل شوك مثبت بر رشد اقتصادي كشورها اثر دارد. به عبارت ديگر، عدم استمرار سياست‌هاي ي مديريتي و راهبردي دولت‌هاي‌و جايگزيني آن با هزينه‌هاي ي شوك گونه اثري مشهود بر رشد اقتصادي نداشته است.

This article takes a new approach to examining government expenditure effects on economic growth, in countries with high and average income, by applying the Panel Vector Auto Regressive (PVAR) model to data from World Development Indicator between 2000 and 2013. For this purpose, the kind of government expenditures are classified and their reactions are considered. The main specification of the VAR model using panel data is the existence of the simultaneously and continuous shocks in the model that can be studied a large group of countries with different characteristics.The results show that according to the expectations, the sudden increment in consuming government expenditure has no significant effect on the economic growths of the all groups of countries; and the infrastructure government expenditure, such as education and health, only have a positive effect on the countries' economic growths. In other word, the lack of continuity of government management and strategic policies and its replacement with the expenditure which is as like as a shock has not had a visible effect on economic growth.
