طراحي «الگوي پليس بصير» در جمهوري اسلامي ايران

Designing an insightful police pattern in Islamic Republic of Iran

زمينه و هدف: در نظام هاي سياسي به ويژه نيروهاي مسلح، «قدرت نرم» در بين مولفه هاي قدرت، از اهميت بسياري برخوردار است و عاملي اساسي براي تعالي معنوي و پايداري در اجراي ماموريت ها به شمار مي آيد. در جمهوري اسلامي ايران آنچه پليس اسلامي را در اجراي ماموريتها پيروز مي كند و موجب استحكام نظم و امنيت در جامعه مي گردد «بصيرت» است. پليس بصير، پليس مجاهد، انقلابي و ولايي است كه با روشن بيني در عرصه عقيدتي، سياسي و فرهنگي، در مسير حق و اداي وظيفه در عرصه هاي فردي و اجتماعي گام برمي دارد. بر اين اساس، تحقيق حاضر پس از بازخواني مفهوم بصيرت، به دنبال طراحي و ارائه الگوي پليس بصير در جمهوري اسلامي ايران است. روش تحقيق: اين پژوهش از نوع اكتشافي و به روش توصيفي- تحليلي انجام گرفته و روش گردآوري اطلاعات آن كتابخانه اي است. يافته ها: طراحي الگوي پليس بصير در سه بُعد عقيدتي، سياسي و فرهنگي- اجتماعي سامان يافته است و براي هريك از ابعاد الگو، سه مولفه و 36 شاخص ارائه شده است. نتيجه گيري: در پايان نوشتار به آثار و كاركردهاي بصيرت در ارتقاي توان سياسي-فرهنگي كاركنان ناجا اشاره شده و همچنين مهم ترين شيوه ها و راهكارهاي دستيابي به «پليس بصير» بيان شده است.

Background and Purpose: In political systems, especially the armed forces, among all power components “soft power” is the most important one and it’s been considered as a crucial factor in spiritual progress and stability in the execution of missions. In Islamic Republic of Iran, what makes an Islamic police successful and strengthen the discipline and the security of the society is “insight”. An insightful police is Mujahid (devotee), revolutionary and vilayati (loyal and attracted to Supreme Leader of Iran) who steps in the way of right and duty in personal and social arenas through his/her perceptiveness in religious, political, cultural fields. Hence, this study after reappraising the concept of insight is looking for making and presenting an insightful police pattern in Islamic Republic of Iran. Methodology: This study has been done exploratory through descriptive-analytic methods and library data collecting. Findings: designing an insightful police pattern is presented in a three dimensional pattern; religious, political and socio-cultural and for each dimension, three components and 36 indexes are provided. Conclusion: at the end of this article, it is referred to some paper works and functions in promoting political-cultural insight of Naja’s employees and also the most important methods and strategies to achieve “insightful police” are reported.
