ارائه الگويي براي تقويت اثرات اقتصادي شبكه ملي اطلاعات

Providing a Model for Strengthening the Economic Impacts of the National Information Network

شبكه ملي اطلاعات، شبكه اي بومي و متشكل از مراكز داده ملي، زيرساخت هاي ارتباطي و سرويس هاي نرم افزاري است كه در سراسر ايران مستقر خواهد شد و خدمات دولت الكترونيكي و سرويس هاي رفاهي و اجتماعي را از طريق بستر فيبر نوري و با پهناي باند حداقل 12 مگابيت بر ثانيه به مردم ايران ارائه خواهد كرد. تركيب شبكه ملي و فاوا، كانال هاي بسياري را براي اثرگذاري در برخواهد داشت كه اين اثرات مي تواند به صورت مستقيم و يا غيرمستقيم باشد. اثرات مستقيم از سرمايه گذاري در فناوري و گسترش زيرساخت خود مشتق مي شوند و اثرات غيرمستقيم از مظاهر فعاليتهاي اقتصادي متاثر از شبكه ملي كه حاصل رشد و رونق اقتصادي است. شبكه ملي اطلاعات همچنين امكان پيدايش مدل هاي كسب و كار جديد، فرآيندهاي نو، ابداعات جديد، كالاها و خدمات بهبود يافته و جديد را فراهم مي نمايد و نيز رقابت پذيري و انعطاف پذيري را در اقتصاد افزايش مي دهد. بر اساس اهميت اين موضوع و همچنين به دليل فقدان يك الگوي جامع در ادبيات براي تقويت اثرات اقتصادي شبكه ملي اطلاعات، مقاله حاضر به دنبال الگويي براي تقويت اثرات اقتصادي شبكه ملي اطلاعات مي باشد. روش انجام اين تحقيق، مطالعه اسنادي و نيز مصاحبه با متخصصان شبكه ملي اطلاعات است. بر اساس نتايج حاصل از اين تحقيق گام هاي الگوي پيشنهادي براي تقويت اثرات اقتصادي شبكه ملي اطلاعات عبارت اند از: مطالعه امكان سنجي و تدوين استراتژي كسب و كار شبكه ملي اطلاعات؛ اجرا (برنامه ريزي و كنترل طرح) ؛ و بررسي اثرات اقتصادي شبكه ملي اطلاعات و مطالعات سياستگذاري اقتصادي آن.

National Information Network is a local network and includes national data centers، communications infrastructure and software services. It will be deployed throughout the country، and provide e-government services and welfare and social services by optical fiber and broadband at 12 Mbps for Iranian people. Combination of national network and ICT lead to many direct and indirect impacts. The direct impacts are results of investment in technology and infrastructure development and indirect impacts are results of the economic activities by the national network. The national network generate new business models، new process، new innovations، new products and services and provides improved flexibility and competitiveness. According to the important role of national network in economy، and also because of the lack of a comprehensive model for strengthening the economic impacts of the national information network، this study is seeking to develop a model for strengthening the impacts of national information network. To conduct this research، documentary study and interview with experts in the national information network have been used. Based on the results of this paper، proposed model consists of three main steps as: feasibility study and developing a business strategy، implementation (planning and control)، and evaluating the economic impacts of the national information network and policy-making for it.
