توانمندسازي حاشيه نشينان شهري مبتني بر كاهش معضلات كلان شهرها

Empowerment of urban marginalization based on the reduction of metropolitan problems

مفهوم حاشيه نشيني به معناي اعم، شامل تمام كساني است كه در محدوده اقتصادي شهر ساكن هستند ولي جذب اقتصاد نشده اند. بر اساس آمارهاي موجود 25 تا 30 درصد جمعيت كلان شهرها، 10 تا 15 درصد از جمعيت شهرهاي بزرگ و حدود 10 درصد از جمعيت شهرهاي متوسط در بافت هاي حاشيه اي شهرهاي كشور سكونت دارند. با توجه به اثرات منفي حاشيه نشيني در بلند مدت كه با زوال فيزيكي و اجتماعي شهرها همراه مي باشد، برنامه ريزي و برخورد مناسب با اين پديده ضروري مي باشد. يكي از راهكارهاي مهم در كاهش معضلات حاشيه نشينان روش توانمندسازي است. اين مقاله با روش تحقيق توصيفي تحليلي و با هدف بررسي مشكلات و ارايه راهكارها در جهت كاهش معضلات حاشيه نشينان در كلان شهرها نگاشته شده است. نتايج تحقيق نشان مي دهد توانمندسازي حاشيه نشينان مي تواند باعث كاهش معضلات، اقتصادي، اجتماعي و فرهنگي ساكنين حاشيه نشين گردد.

The concept of marginalization means, inclusive, all those who are urban in scope but are not attracted to the economy. According to available statistics, between 25% and 30% of the population of metropolises, 10 to 15% of the population of large cities and about 10% of the population of the average cities reside in the peripheral tissues of the cities of the country. Considering the negative effects of marginalization in the long term, which is associated with the physical and social deterioration of cities, planning and appropriate treatment of this phenomenon is necessary. One of the important strategies in reducing marginalized problems is empowerment. This paper has been written with descriptive-analytic research method, with the aim of studying the problems and proposing solutions to reduce the problems of marginalized people in metropolitan areas. The results of the research show that marginalization empowerment can reduce the economic, social, and cultural problems of marginalized inhabitants.
