رهيافت فرهنگ استراتژيك ملي در الگوي ديپلماسيِ فرهنگي چندجانبه با تاكيد بر امنيت فرهنگي

Approach of National Strategic Culture in Multilateral Cultural Diplomacy Model with an Emphasis on Cultural Security

رهيافت «فرهنگ استراتژيك» عبارت است از وجوه پايه اي، مشترك و مبتني بر هويت جمعي در قلمرو ملي و منطقه اي؛ كه در چارچوب شاكله ي امنيت فرهنگي مرتبط با امنيت ملي، بتوان الگويي جديد و بديل را صورت بندي نمود و به اعتبار آن، براي پيشگيري از وقوع منازعات داخلي و تحكيم و تقويت روابط جمعي ملي و منطقه اي بتوان راهحلي كارآمد و پايدار ارايه كرد. ضرورت طرح اين رهيافت، با پيچيده ترشدن شرايط و اوضاع كشور و منطقه رابطه اي مستقيم دارد و بر اين امر دلالت ميكند كه رهيافت هاي سخت افزاري (نظامي) و سياسي، به رغم لازم بودنشان، براي حل بسياري از مسايل و گسترش امنيت و رفاه در جوامع، از كارآيي و كفايت لازم برخوردار نيستند. اين مقاله در راستاي تعميق و تكميل الگوي پايه ي پيشرفت، به ويژه ارايه ي الگويي براي پيشنويس سند تدابير (نظام سازي) تنظيم و تدوين شده است. از اين رو، با مفروض قراردادن پايه ي «ايماني» براي امنيت، ضمن اتخاذ رهيافت فرهنگي استراتژيكي، امنيت فرهنگي را با توجه به رويكرد سازه انگارانه و گذار از رويكرد رئاليستي، توضيح مي دهد و با معرفي راهبردهاي داخلي و خارجي در جهت فراهم نمودن زمينه هاي الگوي ديپلماسي چندجانبه، الگويي عملي را به تصوير مي كشد.

Approach of “Strategic Culture” stands for basic common features and based on collective identity in regional and national realm through which within cultural security shape one can form new and unparalleled model and followed by its credibility، one can present sustainable and efficient solution for prevention from internal disputes and strengthening regionally and nationally collective relationships. There is direct relationship between necessary raising of this approach and further complication of country’s situation، denoting that political and (military) approaches are not necessarily sufficient and efficient for resolving many of problems and expansion of welfare and security in communities. This paper is prepared and written in line with deepening and completing basic model of progress، particularly presenting a model for drafting document of strategies (political system). Hence، given the basis of “faith” for security، it explains cultural security considering constructive approach and transition from realistic approach while adopting strategically cultural approach and pictures a practical model by introducing external and internal strategies to provide the grounds for multilateral diplomacy model.
