هرچه شهرها توسعه و گسترش پيدا مي‌كنند، برخورد آن‌ها با عناصر محيطي (اقليمي و ژئومورفولوژيكي) و موضوعات مربوط به آن‌ها زيادتر مي‌شود. اقدام به توسعه عمران شهرها، به نحوي با پويايي و ديناميسم محيط طبيعي در ارتباط است، در برخورد با اين عوامل در جريان توسعه شهر اگر برخي اصول و نكات ضروري رعايت نشود تعادل مورفوديناميك محيط، به‌هم‌خورده و خطرات بزرگي غالب كاربري‌ها و تجهيزات و امكانات شهري را در جريان توسعه شهر مورد تهديد قرار مي‌دهد. از اين رو اين تحقيق باهدف بررسي و تعيين بهترين جهات براي توسعه فيزيكي شهر مشگين شهر بر مبناي مجموعه شاخص‌هاي طبيعي مانند گسل و ساختار زمين‌شناسي، منابع آب سطحي، بافت و عمق خاك، خطوط ارتباطي و كاربري اراضي جهت كاهش مخاطرات طبيعي و خسارات ناشي از آن با استفاده از مدل تصميم گيري چند معياره تحليل شبكه در محيط سيستم اطلاعات جغرافيايي و سوات صورت گرفته است. نحوه‌ي ارزش‌گذاري در جهات بهينه توسعه فيزيكي شهر به 4 طبقه‌ي بسيار نامناسب، نامناسب، نسبتاً مناسب و مناسب تقسيم‌بندي شده است. يافته هاي تحقيق نشان مي دهد، بيشتر قسمت‌هاي مركزي شهر در اراضي نسبتاً مناسب توسعه‌يافته‌اند و ديگر قسمت‌هاي مشگين شهر، به‌خصوص قسمت‌هاي حاشيه‌اي در اراضي نامناسب شكل‌گرفته‌اند، همچنين قسمت‌هايي از شهر كه بر اساس طرح و برنامه قبلي طرح‌ريزي و ساخته‌شده‌اند، در اراضي نامناسب و در مواقعي در بخش‌هاي بسيار نامناسب قرارگرفته‌اند و فقط قسمت‌هاي محدودي از شهر در اراضي مناسب شكل‌است. علاوه بر اين، با توجه به ارزش‌گذاري انجام‌شده، سمت شمال و شمال غربي و قسمت‌هايي از جنوب غربي شهر مشگين شهر، بهترين جهات براي توسعه فيزيكي شهر و اجراي طرح هاي شهري است.
