چكيده فارسي :
در اﯾﻦ ﻣﺴﺘﻨﺪ ﺗﻼش ﺷﺪه اﺳﺖ ﺗﺎ ﻋﻮاﻣﻞ ﻣﺆﺛﺮ در رﻓﺘﺎر ﺳﺎزﻣﺎﻧﯽ اﻓﺮاد و آﺳﯿﺐ ﺷﻨﺎﺳﯽ آن ﺑﺮرﺳﯽ و راﻫﮑﺎرﻫﺎﯾﯽ را ﺟﻬﺖ ﺑﻬﺒﻮد رﻓﺘﺎر ﺳﺎزﻣﺎﻧﯽ و اﻓﺰاﯾﺶ ﺳﻼﻣﺖ اداري اراﺋﻪ ﮔﺮدد. ﺳﻼﻣﺖ اداري در ﺳﺎزﻣﺎن ﻫﺎ و ادارات ﻣﻨﺠﺮ ﺑﻪ ﺗﺼﻤﯿﻢ ﺳﺎزي و ﺗﺼﻤﯿﻢ ﮔﯿﺮي ﻫﺎي درﺳﺖ و اﺟﺮاي ﻣﻨﺎﺳﺐ ﺳﯿﺎﺳﺖﻫﺎ ﻣﯽﺷﻮد و اراﺋﻪ ﮐﺎرآﻣﺪ و اﺛﺮﺑﺨﺶ ﺧﺪﻣﺎت ﻋﻤﻮﻣﯽ را ﺑﻪ دﻧﺒﺎل دارد. ﺳﻼﻣﺖ ﻧﻈﺎم اداري ﻣﻌﻠﻮل ﻋﻮاﻣﻞ ﻣﺘﻌﺪدي اﺳﺖ ﮐﻪ اﮔﺮ اﺻﻼح ﺷﻮﻧﺪ ﺑﺴﯿﺎري از ﻣﻌﻀﻼت و ﻧﺎﻫﻨﺠﺎرﯾﻬﺎي اﺧﻼﻗﯽ ﺳﺎزﻣﺎن ﻫﺎ رﻓﻊ ﺧﻮاﻫﺪ ﺷﺪ. ﻣﻄﺎﻟﻌﻪ ﺣﺎﺿﺮ ﺑﺎ ﻫﺪف ﺷﻨﺎﺳﺎﯾﯽ ﻣﻬﻤﺘﺮﯾﻦ ﻋﻮاﻣﻞ ﻣﺆﺛﺮ ﺑﺮ ﺳﻼﻣﺖ ﻧﻈﺎم ﻫﺎي اداري ﮐﺸﻮرﻣﺎن ﺳﺎﻣﺎن ﯾﺎﻓﺘﻪ اﺳﺖ. اﯾﻦ ﻣﻄﺎﻟﻌﻪ از ﺟﻨﺒﻪ ﻫﺪف ﮐﺎرﺑﺮدي و ﺗﺎ ﺣﺪي ﺗﻮﺳﻌﻪ اي ﻣﯽ ﺑﺎﺷﺪ و از ﻟﺤﺎظ ﻣﺎﻫﯿﺖ، ﻧﻮﻋﯽ ﻣﻄﺎﻟﻌﻪ ي ﺗﻮﺻﯿﻔﯽ و ﺗﺤﻠﯿﻠﯽ ﻣﺤﺴﻮب ﻣﯽ ﺷﻮد. ﻧﺘﺎﯾﺞ ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﻧﺸﺎن ﻣﯽ دﻫﺪ ﮐﻪ: ﻋﻮاﻣﻠﯽ ﭼﻮن ﻋﺪم ﺗﻨﺎﺳﺐ ﻣﯿﺎن ﻧﺮخ رﺷﺪ ﺗﻮرم و ﻧﺮخ رﺷﺪ ﺣﻘﻮق ﮐﺎرﮐﻨﺎن، اﺣﺴﺎس ﻧﺎﺑﺮاﺑﺮي اﻗﺘﺼﺎدي، ﻋﺪم ﭘﺎﯾﺒﻨﺪي ﺟﺎﻣﻌﻪ ﺑﻪ ﻣﻮازﯾﻦ اﺧﻼﻗﯽ و ﺧﻮﯾﺸﺎوﻧﺪ ﺳﺎﻻري و ﻓﻘﺪان ﻣﮑﺎﻧﯿﺰم ﻫﺎي ﭘﺎﯾﺶ و ﮐﻨﺘﺮل ﺻﺤﯿﺢ و ﮐﺎرآﻣﺪ در ﺳﺎزﻣﺎﻧﻬﺎ و ﻣﺸﮑﻼت ﻣﺮﺑﻮط ﺑﻪ ﻗﻮاﻧﯿﻦ ﻣﻮﺟﻮد و ﻧﺎآﺷﻨﺎﯾﯽ ارﺑﺎب رﺟﻮع ﺑﺎ ﻗﻮاﻧﯿﻦ و ﻣﻘﺮرات از ﻣﻬﻢ ﺗﺮﯾﻦ ﻣﺆﻟﻔﻪ ﻫﺎي ﻣﺆﺛﺮ ﺑﺮ ﺳﻼﻣﺖ اداري و ﺳﺎزﻣﺎﻧﯽ ﺑﻮده اﻧﺪ. ﻟﺬا ﺑﺮاي رﺷﺪ و ﺗﻮﺳﻌﻪ ﮐﺸﻮر ﻻزم اﺳﺖ ﻧﻈﺎم اداري ﮐﺸﻮر از ﺳﻼﻣﺖ ﻻزم ﺑﺮﺧﻮردار ﺑﺎﺷﺪ و راﻫﮑﺎرﻫﺎي ﻻزم ﺟﻬﺖ ﻣﺒﺎرزه ﺑﺎ ﻫﺮﮔﻮﻧﻪ ﻓﺴﺎد و ﺗﺨﻠﻒ و ﺗﻘﻠﺐ، اﺟﺮاﯾﯽ و ﻋﻤﻠﯽ ﮔﺮدد ﮐﻪ در ﺻﻮرت داﺷﺘﻦ ﯾﮏ ﻧﻈﺎم اداري ﺳﺎﻟﻢ اﻫﺪاف ﺑﻠﻨﺪ ﻣﺪت ﺗﺤﻘﻖ ﺧﻮاﻫﺪ ﯾﺎﻓﺖ.
چكيده لاتين :
The document attempts to examine the factors affecting the organizational behavior of individuals and their
pathology, and suggests ways to improve organizational behavior and increase the administrative health.
Administrative health in organizations and departments leads to decision-making and the proper implementation
of policies and provides effective and efficient public services. The health of the administrative system of the
disabled is due to many factors that, if corrected, many of the moral problems and anomalies of the organization
will be eradicated. This study aims to identify the most important factors affecting the health of our
administrative systems. This study is an applied and partly an extension of the purpose, and in terms of its nature,
it is a descriptive and analytical study. The results of this study indicate that: factors such as the disproportion
between the growth rate of inflation and the growth rate of staff salaries, the feeling of economic inequality, the
lack of compliance with ethical standards and relativity, and the lack of monitoring mechanisms and proper
control of organizations and related problems The existing and unfamiliar laws of clients with laws and
regulations have been one of the most important factors affecting administrative and organizational health.
Therefore, for the development and development of the country, it is necessary to have the administrative system
of the country with the necessary health and the necessary strategies for combating any kind of corruption,
violation and fraud, executive and practical activities that will be achieved if there is a healthy administrative
system of long-term goals.
