كارايي و اثربخشي برنامه بيمه سلامت همگاني از نظر سطح پوشش بيمه اي و عدالت توزيعي (مطالعه موردي در استان لرستان)

The Efficiency and Effectiveness of the General Health Insurance Plan in Terms of Insurance Coverage Level and Distributive Justice (Case Study: Lorestan Province)

گسترش بيمه از جمله راهكارهاي دولت هاي مردم سالار و مردم محور براي نيل به جامعه اي سالم با سلامت پايدار است. به طوري كه با گسترش و تعميم بيمه ها, تمام ابعاد زندگي فرد در جامعه. تحت پوشش بيمه قرار مي گيرد. چرا كه بيمه در ماهيت از جمله راههاي تامين و تحقق آرامش, آسايش و كاهش استرس افراد و خانواده ها مي باشد و نياز به توضيح ندارد كه خانواده و افراد سالم و متعادل پيش نياز ترقي, رشد و تعالي جوامع است. همچنين با درك چنين ضرورتي است كه پرداختن به مقوله بيمه از آهميت و جايگاه بالايي برخورذار است. بيمه هاي سلايت تضمين كننده آمنيت خاطر اقراة قر براير پيماري و عوامل تهديد كننده سلامت هستند, با توجه به نقش كليدي آنها در تحقق اهداف عدالت محوري و همچنين كارايي بيمه سلامت. اين مطالعه با هدف بررسي كارايي و اثر بخشي طرح بيمه سلامت از نظر سطح پوشش بيمه اي و عدالت توزيعي حاكم بر آن صورت گرفته است. اين تحقيق از نوع توصيفي و كاربردي بود و جامعه آماري آن كليه مديران، معاونين، كارشناسان ارشد.ء رساي شعب و معاونين شعبات اداره كل بيمه سلامت استان لرستان بوده است كه بر اساس روش نمونه گيري تصادفي تعداد 130 نفر به عنوان نمونه مورد مطالعه انتخاب و پرسشنامه مورد استفاده كه دربرگيرنده مولفه هاي موثر بر كارايي و اثربخشي بيمه سلامت از منظر سطح پوشش و عدالت توزيعي بود ميان جامعه آماري توزيع شد. با بكارگيري نرم افزار spss، پايايي پرسشنامه, تائيد و رابطه ميان متغيرها بدين صورت مشخص شد كه از طريق آزمون رگرسيون فرضيه هاي اين مطالعه مبني بر تاثير سطح پوشش و عدالت توزيعي بركارايي و اثربخشي طرح بيمه سلامت مورد تاييد قرار گرفت.

The expansion of insurance is one of the solutions adopted by democratic and people-centered governments to achieve a sustainably healthy society, so that the expansion and generalization of insurance causes all aspects of one's life in the community to be covered by insurance. This is because insurance is by its very nature one of the ways of providing and realizing individuals and families' peace of mind and comfort and reducing their stress levels, and there is no need to explain that healthy and balanced families and people are the prerequisites for the advancement, growth and excellence of societies. Moreover, with this in mind, it is of high importance to deal with the insurance issue. Health insurance guarantees individuals' safety against diseases and health threats. Considering their key role in helping achieve the goals of justice as well as the effectiveness of health insurance, this study is aimed at evaluating the efficiency and effectiveness of the Health Insurance Plan in terms of insurance coverage level and distributive justice. This is a descriptive and applied research with a statistical population consisting of all managers, deputy heads, senior experts, branch directors and deputies of branches of the Health Insurance Department of Lorestan Province, among whom 130 people were selected as the sample using the random sampling method. A questionnaire, which contained the factors affecting the efficiency and effectiveness of health insurance in terms of insurance coverage level and distributive justice was distributed among the study population. Using the SPSS software, the researchers confirmed the reliability of the questionnaire and the relationship between the variables. They also used the regression test to confirm the hypotheses of this study regarding the effect of insurance coverage level and distributive justice on the efficiency and effectiveness of the Health Insurance Plan.
