چكيده فارسي :
امروزه يكي از اساسي‌ترين نيازهاي بشري، مسكن مناسب است. رسالت دولت به منظور اجراي صحيح اصول قانون اساسي، تأمين مسكن ارزان قيمت در قالب شركتهاي تعاوني مسكن مهر براي اقشار ضعيف و دهك‌هاي پايين جامعه است. براي تحقق اين هدف والا، تمام ارگان‌هاي زيرمجموعه هيئت دولت بسيج شده‌اند. وزارت تعاون در كنار ساير نهادها، وظيفه اجراي برخي از موارد محوله در اين برنامه را برعهده دارد. بر همين مبنا ابتدا بايد سياست‌هاي پيشين ارزيابي شده و بر مبناي آن به برنامه‌ريزيهاي و سياست‌هاي جديد اقدام نمود كه در اين پژوهش به ارزيابي سياست‌هاي دولتي تأمين مسكن در مورد گروه‌هاي كم درآمد شهري به روش توصيفي-همبستگي پرداخته شده است. منطقه مورد مطالعه شهر سامان است. سامان يكي از شهرهاي استان چهارمحال و بختياري و در فاصله 22 كيلومتري شمال شرقي شهركرد قرار دارد. سامان به دليل قرار گرفتن در حاشيه زاينده رود از زمينه مناسبي براي كشاورزي، باغداري و جذب گردشگر برخوردار است. جهت جمع‌آوري اطلاعات و تحليل و ارزيابي نتايج از نرم افزار SPSS استفاده شده است. يافته‌هاي تحقيق نشان مي‌دهد به طور كلي سياست‌هاي دولتي تأمين مسكن در مورد گروه‌هاي كم درآمد شهري مناسب نبوده و افراد از سياست‌هاي دولت در مورد تأمين مسكن گروه‌هاي كم درآمد شهري رضايت ندارند. همچنين افراد از سياست‌هاي شهرداري به عنوان نماينده دولت در مورد تأمين مسكن گروه‌هاي كم درآمد شهري و از نحوه اجراي سياست‌هاي دولت در مورد تأمين مسكن اين گروه و نيز از نحوه نظارت بر اجراي سياست‌هاي دولت در مورد تأمين مسكن گروه‌هاي كم درآمد شهري رضايت دارند، اما به نظر مي‌رسد امنيت اجتماعي در مسكن‌هاي مهر مناسب نمي‌باشد.

The study area, is Saman city. Saman, a city of Chaharmahal and Bakhtiari province, is located at a distance of 22 km northeast of Shahrekord. Saman, due to being on the edge of the river, the area suitable for agriculture, horticulture and attract tourists. For data collection, analysis and evaluation of results, SPSS software was used. Findings of the research show, Generally speaking, government housing policies are not appropriate for low-income groups, and people are not satisfied with government policies regarding housing for low-income groups. As well as those of municipal policies, as representative of the Government, the provision of housing for low income groups in the city, and the implementation of government policies, the provision of housing in this group, as well as how to monitor the implementation of government policies, the provision of housing urban low-income groups, are satisfied, But it seems that social security is not appropriate in Mehr housing.
