ارائه الگويي براي مديريت مناطق پيراشهري كلان شهر تهران (موردمطالعه منطقه 22)

مناطق پيراشهري به عنوان فضاهاي احاطه كننده پيرامون شهر و طي فرآيند شهر گرايي ؛ تكوين يافته و توسعه مناطق كلانشهري را تحت تأثير قرار داده اند. از اين رو ضروري است با اتكا به مفاهيم و روشهاي ناظر بر مديريت شهري يكپارچه فضايي – عملكردي به عنوان الگوي مناسب و مؤثر، در جهت مديريت توسعه پايدار مناطق پيراشهري گام برداشت . بر همين اساس اين مقاله ضمن مطالعه و بررسي مفهوم پيراشهري و پيامد هاي آن ؛ به بررسي، باز كاوي و ارائه مدلي براي مديريت يكپارچه شهري منطقه 22 پرداخته است. براي اين هدف با استفاده از تكنيك دلفي و ايجاد يك پنل از متخصصين و خبرگان حوزه مديريت شهري و آشنا به شرايط قلمرو مكاني پژوهش؛ بررسي و شناخت ذينفعان و كنشگران مديريتي منطقه، تعيين و تفكيك جايگاه ساختاري و عملكردي آنان، تشخيص نوع روابط و همكاري و تعامل آنها با يكديگر در شرايط فعلي و مطلوب انجام و در نهايت مدل پيشنهادي براي مديريت اين منطقه ارائه شد. بدين ترتيب كه ضمن بررسي و شناسايي نهادهاي داراي نقش و اقتدار در مديريت اين منطقه، مثلت شهرداري، وزارت راه و شهرسازي و نهادهاي نظامي به عنوان مثلث مسلط مديريت منطقه شناسايي شدند. همچنين با تشخيص نقش هاي دقيق هر نهاد (از ميان نقش هاي 5گانه سياستگذاري، برنامه ريزي، اجرا، نظارت و پشتيباني)، بازندگان و برندگان منطقه از ديدگاه پنليست ها شناسايي و شكل بهينه روابط آنها (افقي يا عمودي) و نحوه ارتباط مناسب (همكاري، هماهنگي و همياري) آنها بررسي گرديد. در نهايت ايجاد يك شوراي راهبردي بهترين مكانيسم در وضعيت فعلي مديريت اين منطقه پيراشهري معرفي گرديد و با تشريح كاركردها و ساختار، يك مدل مديريتي پيراشهري براي اين منطقه پيشنهاد گرديد.

Piraeushri areas have evolved as a conurbation around the city and during urbanization, and have affected the development of metropolitan areas. Therefore, it is essential to take into consideration the concepts and methods of integrated spatial-functional urban management as an appropriate and effective model for the sustainable management of peri-urban areas. Accordingly, this paper examines the concept of impoverishment and its consequences, explores, re-explores and presents a model for integrated urban management in area 22. For this purpose, using the Delphi technique and creating a panel of experts and experts in the field of urban management familiar with the conditions of the spatial area of ​​research; the study of the stakeholders and management actors of the region, the determination and differentiation of their structural and functional status, the identification of the type of relationship and cooperation an‎d their interaction with each other in the current and desirable conditions, and finally a proposed model for management of this region was presented. Also, by identifying the exact roles of each entity (among the five roles of policy, planning, implementation, monitoring and support), losers and winners of the region from the point of view of the panelists and the optimal form of their relationship (horizontal or vertical) and the proper relationship ( Cooperation, Coordination and Co-operation) were reviewed. Finally, the establishment of a Strategic Council of the best mechanism in the present management of this district was introduced. Describing the functions and structure, a management plan was proposed for this area.
