شناسايي راهبردهاي آسيب پذير توسعه اقتصادي منطقه با رويكرد برنامه ريزي فرض بنياد (ABP) (مطالعه موردي: استان تهران)

Identify strategies vulnerable regional economic development based on the Assumption Based Planning (ABP) (Case study: province of Tehran)

در برنامه‌ريزي توسعه منطقه‌اي، شناسايى فقدان قطعيت‌هاى آينده و فرض‌هاي بنيادينى كه برنامه‌هاى بلندمدت بر پايه آن‌ها شكل گرفته از مهم‌ترين زمينه‌هاى اصلى شناسايى مشكلات و چالش‌هاى پيش‌روى سندهاى توسعه‌اى است. پسابرنامه‌ريزي نيز به ارزيابي موفقيت يا عدم‌موفقيت سياست و برنامه‌ريزي تدوين‌شده در افق زماني آينده مي‌پردازد. برنامه‌ريزي فرض بنياد از روش‌هاي پسابرنامه‌ريزي است كه مي‌توان به كمك آن برنامه‌هاي پابرجا و انطباق‌پذيري تهيه كرد. هدف از كاربرد برنامه‌ريزي بر پايه‌ فرض، كاهش تعداد شگفتي‌هاي اجتناب‌پذير است. اين پژوهش بر ارتباط و ارزش هر يك از راهبردها در فقدان‌ قطعيت‌هاي آينده استان تهران در افق 1404 متمركز شده و با هدف تصحيح راهبردهاي توسعه بلند‌مدت استان تهران در افق برنامه صورت گرفته است. تحليل راهبردهاي بلندمدت توسعه استان تهران در حوزه مورد مطالعه اقتصادي مورد بررسي قرار گرفته است. اين تحقيق از نظر نوع، تركيبي از روش‌هاي اسنادي و پيمايشي و از نظر ماهيت براساس روش‌هاي جديد علم آينده‌پژوهي، تحليلي و اكتشافي است كه با استفاده تركيبي از مدل‌هاي كمي و كيفي انجام شده است. با توجه به ماهيت اين پژوهش، در اين تحقيق از روش‌هاي تصميم‌گيري سلسله‌مراتبي، تحليل اثرات متقابل، دلفي و در تحليل درون دادها از نرم‌افزارهاي مختلف MicMac، Expert Choice، SPSS بهره گرفته شده است. نتايج پژوهش نشان مي‌دهد كه حوزه اقتصادي در استان داراي راهبردهاي آسيب‌پذيري است. در نتيجه با بهره‌گيري از روش برنامه‌ريزي فرض بنياد مي‌توان ضعف‌ها و ناديده‌انگاري‌هايي كه درخصوص توسعه بلند مدت استان تهران وجود دارد را شناسايي و بازبيني كرد

Identifying the future uncertainties and fundamental assumptions in the regional development planning by which the long-term applications have been based on, is one of the main fields in identifying problems and the facing challenges of developmental documents.Post-planning refers to the evaluation of success or failure in the developed policy and planning in the future time horizons. Assumption Based Planning (ABP) is one of the post-planning methods, which could be used in creating stable and adaptable programs. The objective of using the assumption based planning is to reduce the number of avoidable surprises. This research is focused on the relation and the value of each strategy in every future uncertainties of Tehran Province in the vision 1404 and is conducted to correct the long-term development strategies of Tehran Province in the program horizon. The analysis of long-term development strategies of Tehran Province is studied in domain consisting the economic field. This research is a combination of documentary and survey methods in terms of category and is based on new methods in the science of future studies, analytical and exploratory in terms of nature, which is conducted by a combination of qualitative and quantitative models. Therefore, weaknesses and ignorance which exist in the long-term development plan of Tehran Province could be identified and reexamined by utilizing ABP method.
