تحليل مفهوم شهروندي و ارزيابي جايگاه آن در قوانين، مقررات و مديريت شهري كشور

Analysis of the Concept of Citizenship and Evaluation of its Status in the Urban Laws, Regulations and Management

تحولات ساختاري و كاركردي نظام هاي اجتماعي و سياسي باعث ايجاد بسترهاي متفاوتي در اداره امور شهرها شده است. شكل بندي و نقش دادن به بازيگران متفاوت عرصه شهري ازجمله دولت، مردم، نهادهاي مدني و قانون گذار باعث شده است تا وظايف و تكاليف متقابل و دوسويه بين شهروندان و اداره كنندگان امور در سطوح ملي و محلي پديد آيد. شهرها به عنوان مراكز سكونتي داراي كالبد و كاركردهاي متفاوتي هستند. شكل گيري عناصر كالبدي در شهرها و ايفاي نقش هاي متعدد نيز به وسيله بازيگران عرصه سياسي و اجتماعي كشور رقم مي خورد، اما اداره امور شهر و رسيدگي به خواست ها و انتظارات شهروندان، نيازمند وجود بسترها و زمينه هايي است كه به توان در پرتو آن به چنين خواست هايي پاسخ معقول و منطقي داد. شهر، شهروند و مديريت شهري به عنوان مفاهيمي هستند كه ارتباط بسيار تنگاتنگ و نزديكي با يكديگر دارند. برقراري شرايط و زمينه هاي لازم براي تعامل بين عناصر مديريت شهري كه شامل شهروندان، نهادهاي اداره كننده شهر، شوراي اسلامي و بخش خصوصي است نيازمند قرارگرفتن برمدار قانونمداري است. قانونمداري مبتني بر تدوين قوانين و مقرراتي است كه وظايف و تكاليف دوسويه شهروندان و مديريت شهري را روشن مي نمايد و هدف آن سامان بخشي به زندگي شهري و فعاليت هاي مديريت شهري است. در اين نوشتار سعي مي شود ضمن تحليل و تشريح مفهوم، پيشينه و خاستگاه شهروندي جايگاه آن در قوانين و مقررات شهري كشور واكاوي شده و ارتباط آن بامديريت شهري نيز تبيين گردد.

The structural and functional changes of social and political systems have led to the establishment of different grounds in administrating urban affairs. The formation and role attribution to different actors of urban ground, including government, people, civil and legislation institutions, etc, have caused the development of counter and bilateral duties and tasks between the citizens and affairs administrators in both national and local levels. Cities, as accommodation centers, have different structure and functions. Formation of structural elements in the cities and various roles are formed by the political and social actors of the state; however, managing the urban affairs and meeting the citizens’ demands and expectations require grounds and beds on the light of which, the demands would receive rational and reasonable answers. City, citizens and urban management are concepts with very close ties. Establishment of conditions and necessary grounds for the interaction between the elements of urban management that consists citizens, city administrators’ institutes, Islamic council and private sector need to be established on the legitimacy and legalization circles. The legalization is based on developing rules and agreements that clear mutual duties and tasks of both citizens and urban management and aims at organizing urban life and activities of urban management. This paper tries to analyze and describe the concept, background and settlement place of citizenship in the urban rules and regulations and determines its relationship with urban management as well.
