مكان يابي پادگان نظامي در شهر اردبيل با رويكرد پدافند غيرعامل (با استفاده از تلفيق سنجش از دور، GIS و روش هاي تصميم گيري چندمعياره)

Locating military bases with passive defense approach and using a combination of remote sensing and MCDM

قرار گرفتن مراكز نظامي و پادگان­ها در داخل بافت شهري همزمان با گسترش افقي شهرها، مشكلات عديده ­اي را در مأموريت­ هاي محوله پادگان و كاهش كارآيي آن به وجود آورده كه اين امر به خودي خود تهديدي جدي در ايفاي صحيح مأموريت­ها محسوب مي­ شود. در همين راستا مطالعات مكان­ گزيني به عنوان يكي از الزامات پدافند غيرعامل در جهت انتخاب نقطه ­اي با ضريب امنيت مكاني بالا از عناصر كليدي در موفقيت و بقاي اين مراكز مطرح است. پادگان تيپ 40 مستقل ارتش اردبيل از جمله مراكز نظامي است كه با توجه به رشد شهر، در حوزه مسكوني شهر قرار گرفته و با توجه به ماهيت آن، فضاي وسيعي را در اختيار دارد كه در صورت خروج پادگان علاوه بر به وجود آمدن فضا براي توسعه شهري، پيامدهاي امنيتي كه اين مركز با خود دارد نيز برطرف مي ­شود. با توجه به قرارگيري تيپ 40 مستقل پياده ارتش در كاربري­هاي شهري اردبيل و لزوم انتقال آن در برنامه ­هاي توسعه تدوين شده، اين پژوهش به دنبال يافتن مكاني مناسب و بهينه براي اين پادگان نظامي در شهرستان اردبيل است. پژوهش حاضر از نوع توصيفي تحليلي بوده كه با بكارگيري سامانه ­هاي اطلاعات جغرافيايي و سنجش ­از­ دور و مدل تحليل شبكه ­اي اقدام به جمع­ آوري و تجزيه و تحليل اطلاعات شده كه پس از تعيين معيار­هاي مناسب در مكان­ يابي در محيط GIS پهنه­ هاي مناسب براي ايجاد پادگان مشخص و در نهايت با استفاده از روش خطي وزن داده شده، مناطق مناسب به عنوان بهترين نقاط با اولويت­ هاي اول تا سوم براي جانمايي پادگان تعيين گرديد.

In terms of methodology, the present study was descriptive-analytic. Using geographic and measurement systems and the network analysis model, we compiled and analyzed the information that was obtained after determining the criterion The appropriate areas for locating in the GIS environment were the appropriate zones for the establishment of a specific garrison and finally, using a linear weighted method, suitable areas were selected as the best points with first to third priorities for the garrison placement.
