ارزيابي اولويت‌هاي تخصيص كاربري اراضي شهري با تأكيد بر پياده‌سازي سيستم شهر الكترونيك (نمونه موردي: مناطق ده‌گانه شهر تبريز)

Assessment of Priorities Allocation of Urban Land Use with Emphasis on Implementation of Electronic City System Case Study: Ten Region of Tabriz

شهر الكترونيك از طريق خريد الكترونيك، خدمات الكترونيك، ارتباط الكترونيك، آموزش الكترونيك، بانكداري الكترونيك، دوركاري و تفريح الكترونيك بركاربري‌هاي مختلف شهر تأثير مي­ گذارد. شهر تبريز نيز از اين مقوله مستثني نبوده است. در اين پژوهش با استفاده از روش توصيفي- تحليلي و مدل AHP، ابتدا ميزان تأثير شهر الكترونيك بر هر كدام از كاربري‌هاي اراضي شهري در سطح مناطق شهر تبريز مورد سنجش قرار گرفته است و ضريب اهميت هر كدام تعيين شده است. سپس با توجه به اينكه شهر الكترونيك در تمامي كاربري‌ها موجب كاهش سطح مي‌گردد و تنها در كاربري مسكوني نياز به افزايش فضا مي‌باشد، ادامه روند تحقيق در دوسناريو دنبال شده است. در سناريو يك فرض بر اين بوده است كه تمامي نياز به كاربري زمين در سطح مناطق، در سطح خود منطقه تأمين گردد و در سناريوي دوم، تأمين مازاد نيازي كه به كاربري مسكوني ناشي از شهر الكترونيك به وجود مي‌آيد، در خارج از محدوده شهر در نظر گرفته شده است و در نهايت در هر يك از مناطق، اولويت اختصاص اراضي صرفه ­جويي شده به كاربري‌هاي مختلف مورد تحليل قرار گرفته است. نتايج نشان مي‌دهدكه اولويت­هاي اساسي تخصيص فضاها در مناطق ده­گانه شهر تبريز مربوط به كاربري­ هاي ورزشي، فرهنگي و فضاي سبز است. و روند­كنوني توسعه كاربري زمين، توانايي تأمين نيازهاي شهروندان را بر اساس فضاهاي واقعي ندارد و لزوم استفاده از خدمات شهر الكترونيك و تأمين مجازي آن‌ها ضروري به نظر مي‌رسد.

Electronics City will be affected on various land use via electronic shopping, electronic services, electronic communications, e-learning, e-banking, teleporting and electronic entertainment. Tabriz has not been exempting from this category. In this research, by using descriptive - analytic method and AHP model, first the effect of electronics city on each of urban land uses in the areas of Tabriz has evaluated and the significance of each factor is determined. Then, according to this matter that Electronics City in all land uses led to reduce area and only need to increase the space in residential users, the process of research has follow din two scenarios. In the first scenario, it has assumed that all require to land use in the area; it must be protected in their regions area and in the second scenario, providing additional needs to residential users that arising from electronic city has considered outside the city limits. Finally, in each of the regions, priority allocation of conservation areas to different land use has analyzed. The results indicate that the main priorities of allocating space in ten regions of Tabriz, is related to land sports, culture and green space. According to land use development, there is no ability to provide the demands of citizens based on real spaces and need to use of electronic city services and virtual supply is necessary.
