تحليل تاريخي از: مشاركت سازمان همكاري اسامي (OIC) در افغانستان با تاكيد بر دوره كرزاي

A Historical Analysis on: Organization of the Islamic Conference (OIC) in Afghanistan; with Emphasis on Hamid Karzai’s Time

نقش سازمان همكاري هاي اسلامي در اهم تحولات سياسي نيم قرن اخير افغانستان از 1350 تا آغاز 1393، به طور پراكنده در منابع مكتوب و پايگاه هاي وب گزارش شده است. (تاريخچه) اين پراكنده گويي، تصويري روشن و شفاف از سطح كمي و همكاري هاي كيفي اين دو، عرضه نمي كند. (مساله) ازاين رو، مي توان گفت: علي رغم نقش افغانستان در تاسيس سازمان و مشاركت در آن، هيچ اثري از همكاري اين سازمان در افغانستان، قبل و بعد اشغال مشاهده نمي-شود!(پيشينه) بنابراين، سوال اصلي نوشتار حاضر اين است: مشاركت سازمان همكاري هاي اسلامي در افغانستان قبل و بعد از اشغال چگونه بوده است؟(سوال) مواضع سازمان همكاري هاي اسلامي در مورد افغانستان فقط در حد صدور قطع نامه هاي بدون ضمانت اجرايي بوده است. در دوره كرزاي، سازمان از فضاي شعاري فاصله گرفت و به چند اقدام عملي دست زد. (فرضيه) نشان دادن كارآمدي سازمان به عنوان يك نهاد بين المللي اسلامي در تحولات، يكي از مسائل جهان اسلام (هدف) با تكيه بر تحليل تاريخي منابع مكتوب و گزارش هاي پايگاه هاي وب، مقصودي است كه اين نوشتار دنبال مي كند. (روش) اين بررسي حكايت از آن دارد كه پيش برد صلح در افغانستان، نوشتار خارج از توان نهادي است كه خود نياز به تطبيق با شرايط متغير و نوين جهاني دارد. (يافته)

The role of Organization of the Islamic Conference (OIC) in important political changes in Afghanistan in recent fifty years (from 1350 to 1393) was briefly reported in written sources and internet websites (Brief History). These reports do not represent a clear image on the quality and quantity of cooperation between Afghanistan and Organization of the Islamic Conference (Problem). Therefore, it can be said: Despite the role of Afghanistan in establishment of OIC and its cooperation, the influence of OIC before and after the occupation of Afghanistan is not tangible (Background). Therefore, the question of the present paper is: How was the cooperation of Organization of the Islamic Conference in Afghanistan before and after its occupation? (Question) Organization of the Islamic Conference’s stand on the occupation of Afghanistan was only limited to issuing verdicts without performance bond. However, In Karzai’s time OIC took several actions (Hypothesis). Representing efficiency of Organization of the Islamic Conference as an International Islamic institution in [regional] changes is the purpose of the present paper; which is regarded a highly important issue for Islamic World (Goal). This topic will be studied through a historical analysis of written sources and websites reports (Methodology). According to current study, achieving peace in Afghanistan is considered hardly possible for Organization of the Islamic Conference as an institution which needs to be adapted to changeable and modern global situations (Finding).
