CHINA an‎d EUROPE: CHALLENGE OF HUMAN RIGHTS

تشابه رويكردها در حوزه‌هاي موضوعي مختلف پيش‌نياز اصلي حركت كشورها به‌سوي همكاري‌هاي فراگير است. هدف اين مقاله بررسي ابعاد اختلاف نظر در حوزۀ حقوق بشر به‌عنوان مانع اصلي فراروي روابط و همكاري فراگير ميان چين و اروپاست. از ديد اين نوشتار، با آنكه ظرفيت‌هاي همكاري در حوزه‌هاي اقتصادي و ديپلماتيك فراهم بوده و اسناد راهبردي دو طرف نيز مؤيد اين امر است، حقوق بشر به‌عنوان يك عامل ارزشي مانع از همكاري‌هاي فراگير تا مقطع كنوني شده است. بنابراين با طرح اين سؤال كه چرا حقوق بشر تاكنون به‌عنوان مانعي در نيل به همكاري‌هاي فراگير ميان بيجينگ و بروكسل عمل كرده، ادعاي نوشتار بر اين محور قرار مي‌گيرد كه دو عامل تفاوت ادراكي و نقايص نهادي در مسئلۀ حقوق بشر مانع از همكاري ميان طرفين بوده است. اين مقاله با بررسي ظرفيت‌هاي همكاري فراگير در بخش اول، روابط چين و اروپا را در پرتو مسئلۀ حقوق بشر در بخش دوم ارزيابي مي‌كند.

Comprehensive cooperations between states depends to orientations similarity toward sectoral issues. The main goal of the article is evaluation of differences between china and Europe on human rights, that is main obstacle in front of comprehensive cooperatins. The article argues, in spite of promoting relations in some sectors such as diplomatic and economic, human rights is the most important impediment before strategic relations. The main question is, why the human rights is operating as obstacle toward Beijing and Brucceles relations? In the view of this article, the cognitional and institutional factors in the subject of human rights has created the impediments. Evaluation of comprehensive cooperations capacity between China and Europe and study of china- Europe relations with emphasis of human rights are the main sections of the article.
