بررسي رابطه مشاركت مردمي و توسعه يافتگي روستايي (نمونه موردي: شهرستان هاي سيروان و چرداول)

Explore the relationship between public participation and rural development (Case Study: Sirvan and chardavol Counties)

امروزه، اهميّت مشاركت مردم و نقش مؤثر آنها در حركت به سمت توسعۀ پايدار روستايي بر كسي پوشيده نيست و روشن است كه آنها براي حركت به سمت توسعه‌اي پويا و پايدار كه متعلق به نسل‌هاي امروز و آينده باشد، بايد از دسترسي به فوايد توسعه، احساس رضايت كنند. در اين تحقيق با استفاده از روش اسنادي و ميداني، رابطۀ مشاركت مردمي و توسعۀ روستايي در روستاهاي نمونۀ شهرستان‌هاي سيروان و چرداول - از توابع استان ايلام بررسي شده است كه در آن 316 نفر از سرپرستان خانوار، در 6 روستاي نمونه، مورد مطالعه قرار گرفتند. براي گردآوري اطلاعات و شناسايي وضعيت مشاركت در روستاهاي نمونه، از تكنيك تكميل پرسش‌نامه، استفاده شد و براي دستيابي به اين هدف، پرسش‌نامه‌ها پس از تهيه و بررسي اعتبار و روايي، در بين افراد نمونه، توزيع و از نتايج آنها براي تأييد يا رد فرضيه‌ها استفاده گرديد. اطلاعات گرد‌آوري شده در بخش توصيفي به‌وسيلۀ نرم‌افزار Excel و در بخش تحليلي با استفاده از آماره تحليلي (يومان ويتني و ويلكاكسون) در نرم‌افزار SPSS تجزيه و تحليل شد. يافته‌هاي تحقيق نشان مي‌دهد كه در مؤلفۀ مشاركت‌هاي سنتي - اجتماعي، تعداد 5 شاخص، از مجموع 6 شاخص، رابطۀ معناداري با توسعۀ روستايي نداشتند و در مؤلفه‌هاي مشاركت در امور سياسي و مشاركت در امور اجرايي (از نوع مشاركت‌هاي جديد)، به ‌غير از يك شاخص، در تمامي شاخص‌هاي ديگر، رابطۀ معنادار با توسعۀ روستاهاي شهرستان‌هاي سيروان و چرداول مشاهده شد.

Today it is clear that participation in rural community has an important role to development achievement and it is clear that to move towards a dynamic and sustainable development that belongs to the people of today and future generations, People should have a sense of satisfaction from access to the benefits of development. In this study, using documents and fieldwork, the relationship between public participation and rural development in selected villages of Sirvan and Chardavol Counties of Ilam province in which 316 heads of households, in the 6 village of samples, were studied. To gather data and identify the status of participation in selected villages the questionnaire technique was used and to achieve this goal, after preparing the questionnaire and assess its validity, the questionnaires were distributed among sample individuals, and the results were used to confirm or reject hypotheses. Gathered information has been analyzed in descriptive part by Excel software and in analytical part with use of analytic statistics (Mann-Whitney U and Wilcox on W) by SPSS software. Findings show that the component of traditional contributions – Social, of the total number of 6 index, nearly 5 index hadn’t a significant relationship with rural development, and in the participation in political affairs and involvement in the administration (of new partnerships aside from the one index, in all other indicators, significant relationship was observed with the development of rural of Sirvan and Chardavol counties.
