The Effect of development of Information and communication technologies in the New Evolutions in the Middle East (Case Study of Tunisia and Egypt

پديدة اينترنت به عنوان سرآمد فناوري‌هاي اطلاعاتي و ارتباطي، از يك سو موجب درنورديدن مرزهاي ملي و كاهش قدرت دولت­ها (به ويژه حكومت‌هاي ديكتاتور) شده است و از سوي ديگر ارتباطات انساني را گسترش و گروه‌هاي انساني را در جوامع مختلف به هم نزديك كرده است. با اين مقدمة كوتاه، ما در اين نوشتار به دنبال پاسخ اين سؤال هستيم كه توسعة فناوري‌هاي اطلاعاتي و ارتباطي چه تأثيري بر تحولات جديد خاورميانه، به ويژه در دو كشور مصر و تونس داشته است؟ به عبارت ديگر، تا چه مقدار ميزان دسترسي مردم اين كشورها به رسانه‌هاي جمعي همچون اينترنت، ماهواره، شبكه‌هاي اجتماعي و ... در بروز اين تحولات نقش داشته است؟ در پاسخ كوتاه مي‌توان گفت ضمن اينكه گسترش شبكه­­ هاي ماهواره­اي و اينترنت ابزاري براي اطلاع­رساني و افزايش بينش سياسي مردم و به نوعي تشكيل طبقة اجتماعي جديدي (به لحاظ ميزان آگاهي) در اين كشورها شده ­است، گسترش روزافزون استفاده از اينترنت در بين مردم منطقه منجر به تحت پوشش قرار دادن سركوب­هاي سياسي اين رژيم­ها در سطح منطقه­اي و جهاني، افزايش سرعت و گسترش اين تحولات، بالا رفتن هزينة سركوب و رسوخ‌پذير شدن حاكميت دولت­ها و آشنا شدن مردم منطقه با دموكراسي و ارزش­هاي انساني شده­ است. لذا به نظر مي‌رسد كه عامل يا متغير توسعة فناوري‌هاي اطلاعاتي و ارتباطي در كنار عوامل ديگري چون اقتصاد ناكارآمدو فضاي بستة سياسي، توانسته از نقش قابل توجهي در تحولات اخير خاورميانه به ويژه در دو كشور تونس و مصر برخوردار باشد

Internet as a master of the Information and communication technologies in one hand help people to be in no border area as well as to decrease the power of regimes (Especially Dictatorial regimes): in other hand it helps people to communicate faster together so we can be closer to each other. In this paper we try to answer this question: What is the effect of the new developments of information and communications technologies in the evolutions of the Middle East, especially in Egypt and Tunisia? Otherwise how much the usage of media such as internet, satellite television, and social networks could be effective in these evolutions? Briefly the answer could be: Using social networks and the net can help people to be more aware and be more informed as well as they can improve their political knowledge; in addition these kinds of media resulted in developing the new kind of social class (Districted by their awareness). By using the new media people report vastly political suppression of these regimes at regional and global levels so it facilitates the advent of these evolutions more rapidly and makes these regimes to pay more expenses for their suppression as well as it helps people to become familiar with democracy and human values. Therefore the development of Information and communication technologies alongside some other factors like inefficient economy as well as strict political system have impacted on the evolutions of middle east especially in Tunisia and Egypt.
