Analysis of Information Dissemination of Government Services in the Media from the Viewpoint of Reporters and PA Officials

در زمانه‌اي كه به عصر انفجار اطلاعات مشهور است، دولت‌ها با استفاده از ظرفيت رسانه و پيش‌گرفتن روش‌هاي اطلاع‌رساني مناسب مي‌توانند ارتباط خود را با مردم بهبود بخشيده و با ترسيم خط‌مشي مناسب ارتباطي ضمن ايجاد ارتباط دوسويه با مخاطبان، مشاركت مردم در عرصه‌هاي مختلف را افزايش داده و همراهي بيش از پيش آنان را رقم بزنند. اين مقاله برگرفته از پژوهشي است كه با هدف شناسايي آسيب‌هاي اطلاع‌رساني خدمات دولت از منظر مسئولان روابط‌عمومي و خبرنگاران با روش Q انجام شده‌است. جامعة آماري اين پژوهش را مديران كل روابط‌عمومي‌هاي سازمان‌ها و وزارتخانه‌هاي دولتي و خبرنگاران حوزة دولت خبرگزاري‌ها تشكيل مي‌دهند. 30 نفر از مسئولان روابط‌عمومي دولت در سطح مديركل وزارتخانه‌ها و نهادهاي زيرمجموعه دولت به شكل تمام‌شمار و 30 نفر از خبرنگاران فعال حوزة دولت كه به شكل هدفمند انتخاب شده‌اند به پرسش‌نامة‌ مشتركي پاسخ گفتند. بر اساس نظرات مشترك خبرنگاران و مسئولان روابط‌‌عمومي، دولت در اطلاع‌رساني خدمات خود با مشكلاتي مواجه است كه عدم توانمندي كافي كارگزاران روابط‌‌عمومي، عدم وجود خبرنگاران تخصصي در حوزه‌هاي مختلف، پذيرش كم دانشجو در مقطع تحصيلات تكميلي در رشته‌هاي مرتبط، پايين‌بودن سواد رسانه‌اي برخي مسئولان و ... از مهم‌ترين آسيب‌هاي گريبان‌گير اطلاع‌رساني دولت از ديدگاه مسئولان روابط‌عمومي و خبرنگاران است

At a time that is known as the information explosion age, governments can improve their relations with people by using the capacities of the media and adopting proper information dissemination techniques. By drawing up a suitable communicative policy, while creating a two-way relationship with the audience, governments can promote people’s participation in various arenas and provide for their contribution more than before. This paper is taken from a research which has been conducted with the aim of identifying the harms of information dissemination of government services from the viewpoint of public relations’ officials and reporters, using Q method. The statistical population of this research comprises director generals of public relations offices of government organizations and ministries as well as reporters covering government affairs of news agencies. Thirty government PA officials at the capacity of director generals of ministries and state-run institutions as well as 30 active reporters covering government activities were picked selectively and answered a common questionnaire. Based on the joint viewpoints of reporters and PA officials, the government is faced with problems in disseminating information concerning its services. From the viewpoint of PA officials and reporters, incompetence of PA agents, absence of specialized reporters in various fields, low admission of students at higher education level in related fields, low media literacy of some officials and… are among the most important harms involved in government information dissemination.
