Presenting a Model of Factors Affecting Security of Iranian Sport Events

زمينه و هدف: با توجه به بازتاب وسيع برگزاري رويدادهاي ورزشي در رسانه‌هاي جمعي، امنيت موجود در برگزاري اين رويدادها مي‌تواند به عنوان نمودي از امنيت در سطح جامعه شناخته شود، بنابراين هدف اين تحقيق، شناسايي عوامل موثر بر امنيت رويدادهاي ورزشي در ايران، با تاكيد بر مسابقات فوتبال است. روش‌شناسي: روش اجراي اين تحقيق توصيفي از نوع كتابخانه‌اي است، جامعه آماري اين تحقيق را مطالعات و تحقيقات در حوزه امنيت رويدادهاي ورزشي، به ويژه مسابقات فوتبال تشكيل داده‌اند. ابزار گردآوري اطلاعات در اين تحقيق، فيش‌برداري است. يافته‌ها و نتيجه‌گيري: با توجه به يافته‌هاي تحقيق، عوامل موثر بر امنيت رويدادهاي ورزشي در پنج حوزۀ؛ زيرساخت‌ها، فناوري، رسانه‌ها و تبليغات، منابع انساني و اقدامات فرهنگي قابل تقسيم‌بندي هستند. همچنين نتايج تحقيق نشان مي‌دهد كه فرايند مديريت امنيت انتظامي رويدادهاي ورزشي شامل گام‌هاي؛ مديريت و برنامه ريزي مسابقات، سياست ها و تدابير انتظامي، سيستم مديريت ورزشگاه، برآوردها، كنترل ترافيك و تعاملات و مشاركت بين سازماني است. در انتهاي تحقيق مدل فرايندي عوامل تأثيرگذار امنيت رويدادهاي ورزشي، گام‌هاي مديريت امنيت و پيامدهاي آن ذكر شده است.

Background and objectives: Given the wide reflection of sport events in the mass media, the existing security in these events can be recognized as a representation of security at the community level. Therefore, the purpose of this study is to identify the factors affecting the security of sport events in Iran, with an emphasis on football matches. Methodology: The methodology of this research is of a descriptive and library study. The statistical population of this study included the studies and researches in the field of security of sport events, particularly football matches. The data gathering tool in this study is note-taking. Findings and Results: According to research findings, the factors affecting the security of sport events can be categorized in five areas: infrastructure, technology, media and advertising, human resources and cultural practices. Also, the results of the research show that the security management process of sport events includes the following steps: management and planning of competitions, policies and law enforcement measures, stadium management system, estimates, traffic control and interactions and inter-organizational partnerships. Finally, the process model of the factors influencing the security of sport events, security management steps and its implications are proposed.
