بررسي نقش مكان در ايجاد موقعيت جرم؛ تدوين و تنظيم تدابير و راه‌كارهاي مكان‌محور براي پيش‌گيري وضعي از جرم

Investigating the Role of Place in Creating Crime Situation; Developing and Regulating Place-Based Measures and Methods for Situational Crime Prevention

زمينه و هدف: آموزه‌هاي مرتبط با پيش‌گيري وضعي، «موقعيت ارتكاب جرم» را يكي از عوامل اساسي جرم محسوب مي‌كند. «مكان» مي‌تواند از نظر ايجاد يا تأثير بر موقعيت جرم، به‌عنوان يكي از شاخص‌هاي بنيادين، در محور تحليل‌هاي پيش‌گيري وضعي قرار گيرد. هدف مقاله حاضر، بررسي نقش مكان در پيدايش موقعيت جرم و تبيين ارتباط ميان «مكان» با تدابير پيش‌گيرانه وضعي است. چگونگي شناسايي مكان‌هاي جرم‌خيز و عوامل مؤثر در پيدايش آن‌ها، مهم‌ترين اهداف فرعي است. روش‌شناسي: مقاله حاضر از نظر هدف، كاربردي است و مطالب آن به روش اسنادي با استفاده از منابع اصلي كتابخانه‌اي (كتاب‌ها و مقالات تأليفي، ترجمه‌اي و ...) و ابزار فيش‌نويسي تأليف شده است. يافته‌ها: در بخش اول مقاله، معيارهاي ماهيتي درباره «مكان» به‌عنوان يكي از عوامل اصلي موقعيت جرم و تعامل مؤثر آن با تدابير پيش‌گيري وضعي مورد بررسي قرار مي‌گيرد. بخش دوم اين مقاله، به تحليل جرم‌شناختي اماكن و محل‌هاي بحرانيِ جرم و ارائه تدابير پيش‌گيرانه وضعي مرتبط با آن‌ها مي‌پردازد. نتايج: سياهه جرايم با توجه به ويژگي‌هاي مكاني‌ توزيع مي‌شود. بزه‌كاران با توجه به ويژگي‌هاي جرم‌شناختيِ حاكم بر منطقه يا محل، در انتخاب مكان ارتكاب جرم، دست به محاسبه‌هايي منطقي مي زنند. بر اين مبنا، مي‌توان با توجه به «مكان»، به تدابير پيش‌گيرانه جهت بخشيد و به مؤثرترين شيوه، منابع محدود پيش‌گيري را صرف بحراني‌ترين اماكن كرد.

Background and objectives: The doctrines related to situational prevention consider “crime situation” as one of the major factors of crime. "Place" can be considered as the focal point of situational analysis in terms of creating or influencing crime situation as one of the fundamental indicators. The purpose of this article is to investigate the role of place in the emergence of crime situation and to explain the relationship between "place" and situational prevention measures. The identification of crime hotspots and their effective factors are the most important secondary objectives of this study. Methodology: In terms of its objectives, the present study is of an applied research type and its contents are compiled by documentary method using the main sources of the library (books, articles, translations, etc.). Findings and results: In the first part of the article, the criteria of the nature of "place" as one of the main factors of the crime situation and its effective interaction with the situational prevention measures are examined. The second part of this paper deals with the criminological analysis of critical crime places and presenting situational prevention measures. The crimes register is distributed according to the spatial (place) features. Criminals make logical calculations based on the criminological characteristics of the region or area, in choosing the place of the crime. On this basis, it is possible to take preventive measures with regard to the "place", and in the most effective way, the limited resources of prevention are spent on the most critical places. In the end, some research and practical research suggestions have been presented.
