مطالعه و مقايسۀ پاسخگويي مالي دولت در چهار دورۀ رياست جمهوري پس از انقلاب اسلامي با استفاده از تحليل گفتمان انتقادي

The study and Comparison of Government Financial Accountability In four presidencies after the Islamic Revolution, using critical discourse analysis

تحقق پاسخگويي، ضامن سلامت عملكرد دولت حاكم بر كشورهاست. اين مقاله در رابطه با بررسي ماهيت پاسخگويي مالي دولت­ پس از انقلاب اسلامي، به تحليل نظرهاي چند رئيس جمهور با محوريت مسائل اقتصادي از بعد كيفي مي­پردازد. روش تحقيق، استفاده از مدل تحليل گفتمان انتقادي فركلاف بوده و با لحاظ كردن فضاي سياسي، وضعيت اقتصادي روز و نيروهاي ايدئولوژيك حاكم بر جامعه، مواضع و چگونگي واكنش هر دولت در برابر عملكرد اقتصادي خويش را مشخص مي­كند. جامعة اطلاعاتي، گزيدة سخنان چاپ شده در روزنامۀ اطلاعات از رؤساي جمهور در چهار دورة مختلف است كه دوازده متن طي سال‌هاي 1360 تا 1392 براي نمونه و بر مبناي روش نمونه‌گيري اشباع تئوريك انتخاب شده ­است. نتايج نشان مي­دهد با توجه به نوع‌شناسي انواع گفتمان­هاي مطالعهشده، رويكرد هر دولت براي پاسخگويي در قبال عملكرد اقتصادي خود با توجه به وضعيت سياسي و بافت اجتماعي حاكم در آن دوره، از لحاظ ماهيت متفاوت است، ولي در مجموع روند به‌نسبت يكنواختي را در حمايت از نتايج اقدامات خود داشته و با نگاهي منتقدانه نسبت به عملكرد دولت­هاي پيشين به مقايسة عملكرد خود با آنها پرداخته است.

The accountability ensures the health of the governments in countries. This paper is the qualitative analysis of Comments Presidents about macroeconomic issues to explore financial accountability of governments after the Islamic Revolution. Method research is based on the Fairclough's critical discourse analysis model considering the political and economic conditions and the ruling ideological forces on the community to distinguish positions governments for the economic performance and their reactions to the results obtained. The Statistical population is the president's comments in four different presidencies which are published in the Etelaat newspaper. 12 texts were selected over the years 1360 to 1392, as samples that based on theoretical saturation method of sampling. The results show according to the discourse types which studied, government's accountability for economic performance had substantial differences with regard to requirements of the political and social fabric of its time, but they have had steady process in support of conditions and the results obtained from their actions also critical view to the previous governments performance compared their performance with them.
