ارائۀ الگوي دستور كار خط‌ مشي‌هاي اصلاح نظام اداري در ايران

An Agenda Setting for the Reformation Policies of Administrative System in Iran

اين پژوهش با هدف ارائۀ الگوي دستور كار خط­مشي­هاي اصلاح نظام اداري در ايران و با استفاده از نظريۀ داده ­بنياد اجرا شده است. در اين پژوهش 16 مصاحبه با خبرگان نظام اداري به عمل آمد. داده­ها توسط كدگذاري باز، محوري و انتخابي تحليل شده و قضاياي پژوهش ارائه شدند. نتايج نشان داد شرايط علّي اثرگذار بر دستور كار خط­مشي­هاي اصلاح نظام اداري شامل حوزه­هاي ساختاري و سازماندهي، بهره­وري، سرمايۀ انساني، مديريتي، قوانين و مقررات و ارتباطات بينالمللي است. عوامل مداخله­گر نيز دربردارندۀ شبكه­هاي اجتماعي، كانون­هاي تفكر، عدم تخصيص بهينۀ بودجه و بيانگيزگي و تعهد نامستمر مديران و كارگزاران است كه با توجه به عوامل زمينه­اي شامل جريان­هاي سياسي، اجتماعي ـ فرهنگي، اقتصادي ـ فناوري، بين­المللي و سازماني ـ اداري بر دستور كار خط­مشي­هاي اصلاح نظام اداري تأثيرگذارند. همچنين راهبردهاي ارائه‌شده شامل انطباق قابليت­ها، ظرفيت­ها و توانايي­هاي نظام اداري با نقش و وظايف يك دولت ايده­آل و مطلوب و فرهنگ­سازي براي ايجاد تحول و اصلاح در نظام اداري هستند كه به پيامدهاي مثبت اصلاح نظام اداري منجر مي­شوند.

This research was conducted with the aim of presenting an agenda for the reformation of the policies of administrative system in Iran using data-based theory. 16 interviews were conducted with the experts in administrative system. The data were analyzed using selective, open coding step and then research themes were presented. The results showed that causal conditions affecting the agenda for the reformation of policies of administrative system include structural and organizational areas, productivity, human capital, management, laws and regulations, and international relations. Intervening factors include: social networks, think tanks, lack of optimal budget allocations, and lack of motivation and continuous commitment of the managers and agents, which will affect the agenda for the reformation of policies of administrative system according to background factors such as political, socio-cultural, economic-technological, international and organizational- administrative trends. Moreover, the proposed strategies namely adaptation of capabilities, capacities, and capabilities of the administrative system with the role and tasks of an ideal and desirable government, as well as developing culture for an evolution and reform in administrative system, can result in positive consequences to administrative system reforms.
