تبيين عوامل ساختاري مؤثر بر شكل گيري شبكه هاي خطمشي (مطالعۀ موردي: نظام كارآفريني ايران)

Explaining the Structural Factors Influencing the Formation of Policy Networks; (A Survey on Iranian Entrepreneurship System)

هدف از اين پژوهش شناسايي عوامل ساختاري مؤثر بر شكلگيري شبكه ­هاي خط مشي در نظام كارآفريني ايران است. اين پژوهش از نظر هدف توسعه­اي است و با استفاده از روش تركيبي، در دو مرحله، شامل شناسايي شاخص­ها به روش تحليل مضمون و آزمون آن به روش پيمايشي از نوع همبستگي اجرا شده است. جامعۀ آماري پژوهش كاركنان و دست‌اندركاران نظام كارآفريني ايران است. حجم نمونۀ آماري به روش نمونه‌گيري تصادفي خوشه­اي چند مرحله­اي 833 نفر تعيين شد و داده ­هاي لازم با استفاده از پرسشنامۀ محققساختۀ عوامل ساختاري و شبكه­هاي خطمشي جمعآوري گرديد. نتايج پژوهش نشان داد ساختار سازماني غيرمتمركز، استراتژي (راهبرد) تعاملي، نظام ارزيابي عملكرد با رويكرد اجتماعي، زيرساخت­هاي فناوري اطلاعات و ارتباطات يكپارچه، نظام حقوق و دستمزد منعطف، نظام آموزش و پژوهش حمايتكنندۀ شبكه و همگرايي بالا در اهداف و منافع، بر شكلگيري شبكههاي خطمشي در نظام كارآفريني ايران مؤثرند.

This research aims to identify the structural factors influencing the formation of policy networks in entrepreneurship system of Iran; therefore, this study is a developmental as regards with its objective. The researchers used a mixed method research in two stages, including identifying the indicators through theme analysis of the subject and testing it through a correlational survey method. The statistical population of the research includes the employees of the Iranian entrepreneurship system. Based on multistage cluster sampling, the sample size was decided to be 833and the data were collected using a researcher-madequestionnaire. The results of this study showed that decentralized organizational structure, interactive strategy, performance evaluation system based on social approach, integrated information and communication infrastructure, flexible payroll system, network supportive educational and research system, and high convergence in goals and interests have a positive effect on formation of policy networks in Iran's entrepreneurship system.
