راهبرد مذاكره با كشورها و جريان هايِ غيرهمسو با سياست هاي جمهوري اسلامي ايران، طي دو دهه ي اخير به صف بندي سياست ها و جريان هاي سياسي در داخل كشور، منجر شده و دو جريان اصول گرا و اصلاح طلب را براي تحقق سياست هاي خود، روياروي هم قرار داده است. از اين رو، سؤال اينجاست كه نگرش هر كدام از دو جريان يادشده نسبت به اين راهبرد چيست؟. كالبد شكافي ماهيت، اهداف، موانع، منابع قدرت و خصوصيات مذاكره كنندگان در اين راهبرد به روش توصيفي _ تحليلي، بيان گر اين است كه جريان اصول گرا، كشورهاي غيرهمسو را در منظومه ي ارزشي خود تعريف كرده و معتقد است كه اين گفتگو، ارزش توقيتي دارد. از سوي ديگر، جريان اصلاح طلب، رايزني ديپلماتيك را نشاني از حيات سياسي در نظام بين الملل يادكرده و معتقد است كه با مذاكره و گفتگو مي توان دشمني هاي شكل گرفته را از بين برد.
