ارزيابي نظام مالي قراردادهاي نفتي بيع متقابل و قرارداد جديد نفتي ايران با استفاده از تكنيك TOPSIS

Evaluation of Financial System of buyback Oil Contracts and New Oil Contracts of Iran by the Use of TOPSIS Technique

يكي از مهم ترين بخش هاي قراردادهاي نفتي، رژيم مالي است. شروط مربوط به رژيم مالي، اختصاصي بوده و بر اساس مذاكرات طرفين تنظيم مي شود و نقش بسزايي در موفقيت قراردادها و رضايت طرفين از آن دارد. در مقاله حاضر ماهيت و ساختار نظام مالي در قراردادهاي بيع متقابل و قرارداد جديد نفتي ايران معرفي گرديده سپس با مرور متون مربوط به نظام مالي و مصاحبه با خبرگان نسبت به انتخاب معيارهاي ارزيابي تامين مالي اقدام شده است. به منظور مقايسه معيارهاي ارزيابي جهت اولويت بندي و همچنين انتخاب بهترين روش تامين مالي در قرارداد بيع متقابل و قرارداد جديد نفتي ايران از نظر خبرگان و به كارگيري روش تصميم گيري TOPSIS بهره برده شد. با توجه به نتايج حاصل از روش تصميم گيري TOPSIS، معيارهاي تامين و جذب سرمايه گذاري خارجي، برداشت صيانتي از مخزن و انعطاف پذيري منطقي در شرح كار و هزينه هاي تكليفي پيمانكار از اولويت بالاتري در نظام مالي دو قرارداد برخوردار بوده و بر اساس معيارهاي معرفي شده، قرارداد IPC به عنوان قرارداد مناسب براي صنعت نفت ايران شناسايي گرديد.

One of the most important parts of oil contracts is the financial regime. The terms of financial regime are proprietary and governed based on negotiation between parties, and they play a significant role in the success of the contracts and the parties’ consent. In this article, the nature and structure of the financial system are presented in the buyback contract and the new oil contract of Iran. Then, by reviewing the literature related to the financial system and interviewing the experts, it has been decided to choose criteria for assessment of financing. In order to compare the evaluation criteria for prioritization, as well as to choose the best financing method in the buyback contract and the new oil contract of Iran, the experts’ opinions and TOPSIS decision-making method were used. According to the results of TOPSIS method, the criteria of foreign investment attraction and financing, onservative production of oil, logical flexibility in the description, and costs of contractors’ duties are of the highest priority in the financial system of the two contracts, and based on the introduced criteria, the IPC contract was identified as a suitable contract for the Iranian oil industry.
