نزديك به سي درصد از جمعيت كشور افغانستان را شيعيان تشكيل مي­دهند. مفهوم عدالت در اسلام و تأكيد يافته­ هاي مبتني بر تجارب بشري بر مساوات و دادن نقش به كليه مردمان يك سرزمين بيان­گر ضرورت مشاركت فراگير ملت­ها در تمامي عرصه ­ها به ويژه قدرت مي­باشد. اين نوشتار تلاش نموده با بررسي تاريخ سياسي شيعيان در دوره معاصر به شناخت تهديدهاي درون و برون گروهي آن نيز دست يابد. به همين دليل در تاريخ افغانستان با اين سؤال مواجهيم كه نقش شيعيان در ساختار سياسي دوره معاصر افغانستان چگونه است. شكل­گيري قدرت سياسي افغانستان در نبود شيعيان آن، ابهام و تنش در روابط اين دو، وضعيتي است كه بر كل تاريخ معاصر اين كشور سايه افكنده است. وجود موانع جدي در مسير ورود شيعيان به ساختار قدرت، ضرورت بررسي نقش سياسي آنان و چالش­هاي آن را مشخص و مهم مي­نمايد. شيعيان به دليل چالش­هاي دروني و بيروني از حضور مناسب در ساختار سياسي افغانستان بازمانده­اند. مطالعه­ ي تحولات سياسي معاصر شيعيان و تحليل آن، روش رسيدن به اهداف اين پژوهش مي­باشد. غيبت شيعيان در قدرت، دلايل متعدد داشته و آنان در اين مسير ناگزير به شناسايي مشكلات و اتخاذ راهكار مبتني بر آن مي­باشند. روشن نمودن چالش­هاي بيروني و درون گروهي شيعيان، كه رويكرد قومي و تبعيض در نهاد قدرت افغانستان و فقدان سيستم سياسي و برنامه استراتژيك در ميان شيعان آن، از آن جمله مي­باشند از نتايج اين مطالعه به حساب مي­آيند.

Nearly thirty percent (30%) of the Afghanistan population is Shia. The findings emphasize the concept of justice in Islam and human experiences based on equality and the role of all the people of a territory to show the need for inclusive participation of people in all areas, especially power. This article Review the Political history OF contemporary Shiites to know threats within and outside the group as well. In reviews on Afghanistan this question is raised that what is the role of the Shiites in the political structure of contemporary Afghanistan. Formation of political power in Afghanistan without Shias, Ambiguity and tension in relations, is a situation that pervades the entire modern history of the country. There are serious obstacles for Shia to achieve the power structure, therefore it is necessary to Review Shiite political role and its challenges. Due to internal and external challenges, the Shiites are not present in the political structure of Afghanistan. Methods to achieve the objectives of this research is the study of political changes of Shiites and analysis. The absence of Shiites in power, have multiple reasons and they should identify the problems and their solutions. The results of this study are Explanation of internal and external challenges of Shiite group like Ethnic and discriminatory approach in Afghanistan Power System, Lack of political system, strategic plan among Shiites.
