بررسي حمل و نقل در دوران قاجار و تأثير آن بر تجارت، براساس مندرجات روزنامه «حبل المتين كلكته»

Investigation of Shipping in Qajar Periods and its Impact on Trade, Based on Content of the newspaper “Kolkata Habl al-Matin”

همواره در تمامي اعصار و در تمامي مكان ها، حمل و نقل از عوامل مهم و تأثيرگذار بر تجارت تلقي مي شود. در بررسي مسائل و مشكلات بازرگاني و بازرگانان در دوره قاجار نيز، اين عامل مهم و عوامل وابسته به آن از اهميت خاصي برخوردار است. بي ترديد يكي از مؤلفه هاي مهم و تأثيرگذار در عقب ماندگي تجارت ايران در آن دوران وضعيت نامساعد ترابري بود. يافته هاي اين تحقيق نشان مي دهد كه، براساس گفته هاي شاهدان عيني، شاهراه ها و جاده هاي مناسب در ايران بسيار كم بود و قابل مقايسه با كشورهايي كه با آنها داد و ستد مي شد نبود. زماني طولاني لازم بود تا ايران داراي خطوط راه آهن شود. حمله به قوافل و كاروان ها توسط عشاير، متمردان و دزدان، از دغدغه هاي عظيم تجار به حساب مي آمد. گاه امنيت نسبي توسط بعضي از حكام لايق و دلسوز پديد مي آمد، اما پايدار نبود. وسايل ارتباطي، نظير پست و تلگراف، بسيار ابتدايي و داراي نواقص بسيار بود و بازرگانان را در بسياري از اوقات دچار مشكل مي ساخت. رقابت هاي دولت روس و انگليس در اين زمينه، به خصوص راه آهن را، نبايد از نظر دور داشت. هدف تحقيق حاضر كه با بهره گرفتن از روش توصيفي-تحليلي و با تكيه بر مندرجات روزنامه «حبل المتين كلكته» مي باشد، تبيين عوامل بازدارنده حمل و نقل و راه ها و تأثير آن بر تجارت در دوران قاجار است.

Transportation is always considered, in all times and in all places, an important factor affecting the trade. This factor and its related elements have had a specific importance when evaluating issues of business and the merchants in Qajar period. Undoubtedly, one of the most important and effective component in the backwardness of Iran's trade was the unsuitable situation of the transportation during Qajar period. The findings of this study have showed, according to the witnesses, there were few main roads in Iran not comparable with countries dealing them. The attack to the caravans by the tribes, lawbreakers and thefts were the very important concerns for businessmen. Sometimes the relative security had been made by the compassionate and worthy rulers but it was not sustainable. Communications equipment, such as post and telegraph was incompatible and the businessmen were in trouble in many cases. The competitive activities of some states such as Great Britain and Russia, in this regard especially the railway, should not be ignored. The aim of the present study is to explain the inhibiting factors of the transportation in the roads and their impacts on the trade during Qajar period using the descriptive/ analytic method based on the contents of the newspaper “Kolkata Habl al-Matin”.
