بي گمان تشكيل دولت شهرها يكي از ويژگيهاي تمدن يونان به شمار مي آيد كه در واقع مي توان آن را سرآغاز شكل گيري مناسبات سياسي و فرهنگي و نقطه اتصال جريانات نيمه تاريخي و افسانه اي عصر هومري و دوره تاريخي يونان عصر كليستنس دانست. آتن به عنوان نمونه اين دولت شهرها نقش بسزايي در پيشرفتهاي سياسي و فكري و اجتماعي يونان داشت.عوامل جغرافيايي،تسامح در عقايد مذهبي، مهاجرت وارتباط با ديگر تمدنها و تغيير و تحول در مباني سياسي حكومت كافي بود تا دولت شهر آتن به متكاملترين شكل خود از لحاط فكري و سياسي و اقتصادي برسد. اين مقاله برآن است تا به روش توصيفي- تحليلي نقش اين عوامل را مورد تجزيه و تحليل قرار دهد. بر اساس يافته هاي تحقيق شرايط مساعد جغرافيايي، تاريخي و فرهنگي مبناي تكامل اقتصادي و اجتماعي دولت شهر آتن بوده است.

In fact, it can be the beginning of the formation of political and cultural relations and a connecting point between semi historical-legendary events of Homer era and Greek history in Cleistens era. Geographical factors, tolerance in religious beliefs, immigration and communication with other civilizations, and changes in the political foundations of the government were factors that caused Athens to reach the most perfect form of government in its intellectual, political and economic aspects.
