Analysis of India’s Development Components by Focusing on the Role of Decision makers

هند از بدو استقلال تحت تاثير عوامل مختلف دستخوش تحولات بسياري شده است. زمان، شدت و نحوه اثرگذاري اين عوامل در طول زمان متفاوت بوده است. از جمله اين عوامل كه در فرآيند تحول توسعه هند نقش داشته، رهبران و تصميم گيران آن هستند. تا جايي كه هند به موقعيت كنوني دست يافت. از اين منظر، نقش هند به لحاظ تاثيرگذاري و نيز از نظر اهميتِ بررسي همانند بازيگران اصلي اين عرصه بسيار مهم است. اين نگارش ضمن بررسي وضعيت اقتصادي هند قبل و در زمان استقلال، برنامه ها و سياست ها، مولفه ها و البته نقش افراد كه هند پس از استقلال را به جايگاه كنوني رساند؛ به نقش تصميم گيري و مباني تصميم گيري در توسعه هند مي پردازد و از اين منظر به پاسخ اين سئوال كه «چه عواملي و چگونه در توسعه هند موثر بوده اند؟» تمركز دارد كه در پاسخ به آن «تغيير تصميم گيران، نگاه، باورها يا مدل تصميم گيري آنها عامل اصلي تحول هند محسوب مي شود» را به آزمون مي گذارد. اين نگارش با ديدي توصيفي-تحليلي با روش كتابخانه اي و بر اساس اسناد و كتب موجود، ضمن معرفي عوامل و منابع اثرگذار بر اهداف و جهت گيري هند در مسائل توسعه، با بكارگيري نظريه جيمز روزنا در تاكيد بر اهميت «فرد» و «نقش» در ساختار تصميم گيري هند به تحليل جريان توسعه اين كشور مي پردازد.

India، since the independence، has been affected by several factors. These factors vary in duration، intensity، and the way that they impacts. One of the factors that contributed to the process of Indian development is the “leaders and decision makers”. From this perspective، India's role as one of the most influential actors in this region is very important. This paper examines the economic situation of India before and at the time of independence، the plans and policies، the components، and the roles of those who put India back into current situation. It considers the role of decision making and decision making principles in India's development and from this perspective، tries to answer the question "by which factors and how the Indian development has been affected?" In response to this question، it is submitted that "decision makers change their views، beliefs، or decision-making models as the main factor of Indian evolution". This writing is descriptive-analytic with a library method based on available documents and books. While introducing the factors and sources that influenced India's goals and orientation on development issues using the theory of James Rosenau، emphasizes the importance of the "individual" and "role" in India's decision-making process، and also analyzes India’s development
