بررسي عوامل موثر بر تحولات كشت استراتژيك در شهرستان گرگان

To study effective factors on the development of strategic cultivation in Gorgan county

امروزه يكي از مهمترين نيازهاي بشر، تامين غذا و پوشاك است. پنبه با داشتن الياف، روغن و پروتئين مي تواند بخشي از نيازهاي صنعتي، غذايي و دامي كشور را مرتفع نموده و همچنين براي قشر زيادي از كشور اشتغال زايي كند. يكي از مهم ترين قطب هاي توليد پنبه در كشور، شهرستان گرگان است. بر طبق آمارهاي موجود، در سال هاي اخير توليد پنبه در شهرستان گرگان روند رو به كاهش داشته است، به طوري كه سطح زيركشت آن از 75000 هكتار در سال 1360 به 660 هكتار در سال 1393رسيده است. از اين رو پژوهش حاضر با هدف بررسي عوامل موثر بر تحولات كشت پنبه در شهرستان گرگان صورت پذيرفت. روش انجام پژوهش پيمايشي و از نوع توصيفي-تحليلي بوده و جمع آوري اطلاعات به روش كتابخانه اي و ميداني صورت گرفت. جامعه آماري پژوهش حاضر 248 پنبه كار بوده كه حجم نمونه با استفاده از فرمول كوكران 151 نفر مشخص گرديد و داده ها از طريق آزمون T و مدل رگرسيون مورد تجزيه و تحليل قرار گرفت. نتايج نشان داد كه رقابت محصولات پرسودتر مانند سويا مهم ترين عامل موثر در كاهش توليد پنبه در سال هاي اخير بوده است. همچنين دولت در سطح متوسطي از كشاورزان پنبه كار اين منطقه حمايت نموده است كه اين مساله نيز در كاهش سطح زيركشت اين محصول بي تاثير نيست. در انتها با توجه به نتايج پژوهش، ضمن اشاره به موانع و مشكلات موجود، راهكارهاي اجرايي در منطقه مورد مطالعه مانند خريد تضميني و مستقيم از دست كشاورز -استفاده از ارقام پرمحصول و زودرس -ارتباط بخش صنعت با پنبه كاران -سپردن مسئوليت زراعت پنبه به افراد متخصص -برداشت ماشيني پنبه -اعمال سياست ممنوعيت واردات پنبه -واردات يا ساخت دستگاه هاي كوچك چين، نخ ريسي، رنگرزي، نساجي و استقرار آن ها در مناطق روستايي -همتاسازي قيمت ها -دادن يارانه توليد خريد پنبه بر اساس هزينه توليد -يكپارچه سازي اراضي -به روز كردن كارخانجات مرتبط مكانيزه كردن كشت به منظور كاهش هزينه پيشنهاد گرديده است

Nowadays، one of the most important human needs is to supply food and clothes. Having fiber، oil and protein، cotton can meet part of food، industrial and livestock needs and also make job for a large segment of the country. One of the most important poles of cotton cultivation in the country is Gorgan County. According to existing statistics، cotton production has been declined in Gorgan County in recent years، so that under – cultivated area has been reached from 75000 acres in 1982 to 660 acres in 2015. Research method is survey and analytic – descriptive type. Data collection method was conducted in form of study field and library. The statistical population is 248 cotton cultivators that 151 participants of them were selected using Cochran formula. The data was analyzed using T- test and regression model. The results indicated that the competition of more profitable productions such as soybean is most important factor in reducing cotton production in recent years. Also، the government has supported averagely cotton cultivators of the region that it is not without effect in reducing under – cultivated area of the product. Finally، according to the results، some executive solutions in the under – studied region have been Including guaranteed and direct purchase from farmers، using of early and high yield species، making a relationship between industry section with cotton cultivators، delegating responsibility of cultivating cotton to sophisticated persons، mechanical harvest of cotton، Cotton import ban policy، importing or designing appropriate devices، dyeing، textile and their deployment in rural regions، matching prices، production rationing، cotton purchase based on production cost، integrating land`s، mechanized cultivation for reducing costs، have been recommended، while mentioning existing problems and obstacles
