تبيين دلايل نهادي -مديريتي در شكل گيري سكونتگاه هاي غير رسمي در ايران

Explanation of the institutional-managerial reasons for the formation of informal settlements in Iran

در توسعه ي فزآينده كنوني شهرها، اداره و ساماندهي برخي از مسائل و پيچيدگي هاي بوجود آمده، ناشي از ناكامي ها در حوزه ي مديريت شهري است. يكي از مسائلي كه به انبوه مشكلات مديريت شهري اضافه شده و با توجه به روند كنوني شهري شدن دنيا، وخيم تر شده و حساسيت هاي خاص خود را برانگيخته مساله سكونتگاه هاي غيررسمي مي باشد. با توجه به اين موضوع هدف كلي پژوهش حاضر، تبيين دلايل نهادي- مديريتي تاثيرگذار در شكل گيري سكونتگاه هاي غيررسمي در ايران مي باشد. روش پژوهش در اين تحقيق علي و پيمايشي است. جامعه آماري پژوهش شامل نخبگان و محققيني است كه در حوزه سكونتگاهاي غيررسمي در ايران مطالعات تجربي انجام داده اند. با توجه به عنوان و ماهيت اين پژوهش، اطلاعات لازم از اسناد و منابع مكتوب به صورت توصيفي سازماندهي شد و دلايل نهادي - مديريتي در شكل گيري سكونتگاه هاي غيررسمي استخراج گرديد. با طبقه بندي و تحليل نتايج حاصل از پرسشنامه نخبگان و استفاده از آزمون تي تك نمونه اي و مدل تحليل مسير (اثرمستقيم و غيرمستقيم) متغيرهاي تعريف شده مورد بررسي قرار گرفت. نتايج نشان مي دهد نظام مديريت و برنامه ريزي منطقه اي در ايران با مجموع اثر مستقيم و غير مستقيم (0/622) در رتبه 1، مديريت هاي محلي (0/515) در رتبه 2، ضوابط و مقررات تعيين شده در طرح هاي توسعه شهري (0/384) در رتبه 3، برنامه ها و مقررات ناظر بر ساخت و سازها در محدوده قانوني و حريم شهرها (0/309) در رتبه 4، سياست گذاري هاي كلان اجتماعي- اقتصادي- زيست محيطي (0/261) در رتبه 5، سياست ها و برنامه هاي مسكن كم درآمدها (0/179) در رتبه 6، مقررات ناظر بر روند تفكيك و قطعه بندي رسمي زمين در ايران (0/168) در رتبه 7، نهادهاي جامعه مدني و بخش خصوصي (0/158) در رتبه 8 و ضعف فرهنگ شهرنشيني (0/114) رتبه 9 را در شكل گيري سكونتگاههاي غيررسمي به خود اختصاص داده است.

In the increasing current development of cities، organizations and institutions، some encountered problems and complexities are the results of the increase of failures in the area of urban management. One of the problems added to the lots of problems of urban management which has become worse، considering the current trend of globalization of the world has been regarded as the crisis، is the issue of informal settlements. This study aims to explain the influencing institutional-administrative reasons in the formation of informal settlements and finally to provide fundamental solutions in order to improve them. The method of research is a scientific-survey one. The data collected from written documents and references has been descriptively organized and analyzed considering the subject and essence of this research. The regional management and programming system in Iran with the total direct and indirect effect (0.622) is ranked 1st، in local management (0.515) is in the rank of 2nd، in the defined terms and conditions in the plans of urban development (0.384) in the rank of 3rd، in the programs and regulations monitoring the constructions in the legal area and privacy of cities (0.309) in the rank of 4th، in the social، economic and bioenvironmental macro policy making (0.261)in the rank of 5th، in the plans and policies of housing of low-income earners (0.179)in the rank of 6th، in the regulations governing the process of separation and segmentation of the land in Iran (0.168)in rank 7th، in the organizations of civil society and privacy section (0.158) in the rank of 8th and in the weakness of urban culture (0.114) is in the rank of 9th، respectively
