The role of urban service provision policies in conceptual system of quality of life

كيفيت زندگي، حالتي از بهزيستي اجتماعي يك فرد و يا گروه، چه به صورت درك شده و يا شناخته شده به وسيله شاخص هاي قابل مشاهده است و قلمروهاي مختلفي از زندگي اعم از بهزيستي مادي، كالبدي، اجتماعي، احساسي و توسعه و فعاليت را دربرمي گيرد. ارتقاي كيفيت زندگي شهروندان و افزايش سطح رضايتمندي آنان از زندگي، از اهداف كلان برنامه ريزي شهري است كه از طريق تدوين سياست هاي مختلف دنبال مي شود. بخشي از سياست هاي تامين خدمات شهري، توسط مراجع برنامه ريزي شهري تدوين مي گردد. شناخت چگونگي تاثير اين سياست ها از مرحله تدوين تا اجرا بركيفيت زندگي شهروندان و نيز سازوكارهاي مرتبط با رضايت از خدمات شهري و عوامل تعيين كننده آن در تركيب با ساير زيرقلمروهاي كيفيت زندگي، از الزامات سياستگذاري تامين خدمات شهري است كه مي تواند در تدوين راهنماهاي توليد سياست ها و برنامه هاي مرتبط با توسعه اجتماع به كار گرفته شود. هدف از اين پژوهش، تدوين چارچوب انگاشتي است كه نقش سياست هاي تامين خدمات شهري(به عنوان يكي از زيرقلمروها) در سيستم انگاشتي كيفيت زندگي تبيين مي نمايد. در اين پژوهش از طريق مطالعه اسنادي و با استفاده از روش فراتحليل به بررسي سيستم انگاشتي كيفيت زندگي و سازوكار سياست هاي تامين خدمات عمومي(و شهري) به عنوان دو متغير اصلي پژوهش پرداخته شده و با شناخت عامل اشتراك دهنده كيفيت زندگي و خدمات شهري(كه همان تامين نياز شهروندان است)، مدل مفهومي سازوكار تاثير خدمات شهري و سياست هاي تامين آن بر كيفيت زندگي شهروندان به عنوان دستاورد پژوهش، ارائه مي گردد.

Quality of life is a state of social well-being of an individual or group، whether perceived or known، by visible indices and includes various domains of life such as material، physical، social، emotional well-being and the domain of development and activity. Improving the citizens’ quality of life and enhancing their level of satisfaction with life is one of the main goals of urban planning، which is pursued through making of different policies. A part of the urban service provision policies is developed by urban planning authorities. ، The recognition of how these policies influence citizens’ quality of life، from making to the implementation stage and also the mechanisms related to the urban service satisfaction and its determinants in combination with other sub-domains of quality of life، are very important issues mentioned in urban planning، which can be used to provide guidelines for making policies and plans related to community development. The purpose of this research is to develop a conceptual framework that explains the role of urban service provision policies (as one of the sub-domains) in conceptual system of quality of life. In this research، through documentary study and using the meta-analysis method، a review of the system of quality of life as well as the mechanism of public (and urban)service provision policies is considered as two main variables of research and by recognizing the joint factor of quality of life and urban services (which is the provision of citizens' needs)، the conceptual model of the mechanism of the impact of urban services and provision policies on citizens’ quality of life، as the achievement of the research، is presented.
