ارزيابي ميزان رضايت روستائيان از عملكرد اقتصادي، اجتماعي و كالبدي طرح‌هاي هادي (مطالعه موردي روستاهاي شهرستان نيمروز)

The assessment of the rate of the villagers' satisfaction from the socio- economic and physical performance of the Rural Guide Plan Case study: the villages of the Nimrooz city

با توجه به اهميت روستا در برنامه‌ريزي‌هاي توسعه‌اي كشور، تاكنون طرح‌هاي متعددي در جهت تسريع روند توسعه يافتگي روستا مطرح و اجرا شده است، تا به نوعي شدت نابرابري‌هاي بين نقاط شهري و روستايي كاهش يابد. يكي از اين طرح‌ها طرح هادي است كه درصدد دستيابي به ايجاد زمينه توسعه و عمران روستاها، تامين عادلانه امكانات، هدايت وضعيت فيزيكي روستا، تسهيلات بهبود مسكن و خدمات محيط زيستي و عمومي، بهبود كيفيت بافت روستا و ايجاد بستر لازم جهت فراهم شدن زمينه صدور سند مالكيت املاك واقع در بافت مسكوني روستا است. لذا هدف تحقيق حاضر بررسي ميزان رضايت روستائيان از اثرات كالبدي، اقتصادي و اجتماعي طرح‌هاي هادي در روستاهاي شهرستان نيمروز مي‌باشد. اين تحقيق به روش توصيفي- تحليلي انجام شده است. جامعه آماري تحقيق، شامل تمامي روستاهاي داراي سابقه طرح هادي و حجم نمونه شامل روستاهايي است كه حداقل 4 سال از زمان اجراي طرح هادي در آنها سپري شده باشد. بر اين اساس در اين پژوهش 10 روستا با 2813 خانوار مورد بررسي قرار گرفته است. كه با استفاده از فرمول كوكران تعداد 338 خانوار به عنوان خانوارهاي نمونه تعيين گرديد. براي تحقق اهداف مورد نظر، ضمن مطالعات اسنادي، طيف گسترده‌اي از شاخص‌ها با ابعاد كالبدي، اقتصادي و اجتماعي تعيين و در چارچوب مطالعات ميداني (تكميل پرسش‌نامه‌ها و فرم‌هاي مشاهدات ميداني) مورد بررسي قرار گرفت و براي تجزيه و تحليل داده‌ها از روش‌ آماري T تك نمونه‌اي در نرم افزار SPSS استفاده شده است. يافته‌هاي پژوهش مؤيد آن است كه در تمامي متغيرهاي تحقيق، ميزان عملكرد طرح هادي در ابعاد كالبدي، اقتصادي و اجتماعي در روستاهاي مورد مطالعه پايين‌تر از ميانه‌ي نظري (3)، است. لذا براي دست يابي به ميزان رضايت مطلوب روستاييان از اجراي طرح هادي پيشنهاد مي شود طرح هاي اجرا شده مورد بازبيني قرار گيرند و در طرح هاي اجرايي آينده از منابع محلي و مشاركت روستاييان بيشتر استفاده گردد.

Regarding to the importance of the villages in the development plans of the country, so far lots of plans have been prepared and implemented in order to accelerate the development trend of the rural and decrease the distant gap between urban and rural points. One of the most important plans of this type is the Rural Guide Plan that its goal is consisting of building the rural development, providing the equitable opportunities, conducting the physical condition of the village, mortgage lending, public and environmental services, improvement of the quality of villages, and providing a suitable condition to provide the basis for issuing title deeds of residential property located in the village. Therefore the goal of the current article is to study the rate of the villagers' satisfaction from the physical, socio- economic effects of the Rural Guide Plan in the villages of the Nimrooz city (Southern East of Iran). Based on the cross- sectional method of research the statistical population was all villages of the conductor and the sample was consisting of the villages under cover of the guide plan for at least 4 years. Therefore the numbers of 10 villages (with 2813 families) were investigated. Then by use of the Cochran formula the numbers of the 338 families were selected as the sample families. To earn this goal, parallel to the document studies, a vast range of indices with socio- economic dimensions were determined and in the framework of the field studies (questionnaire and field observations) were investigated. Analyzing the data was done by use of T test in the SPSS software. The results showed that in the all variables of the research the rate of the performance of the Guide Plan in the all socio- economic and physical dimensions in the studied villages were below the theory norm( 3).
