داياسپوراها و منافع ملي جمهوري اسلامي ايران در عصر جهاني‌شدن

Diasporas and National Interests of the Islamic Republic of Iran in the Era of Globalization

داياسپوراها گونه‌اي خاص از بازيگران غيردولتي به شمار مي‌آيند كه در زمره جوامع دور از وطن دسته‌بندي مي‌شوند. در دوره معاصر اين بازيگران نقش بسزايي در سياست و اقتصاد بين‌الملل ايفا كرده‌اند؛ اگرچه نقش‌آفريني آن‌ها صرفاً محدود به اين دو حوزه نمي‌شود. از طرف ديگر اين پديده و تفاوت­هاي آن با ديگر گروه­هاي مهاجر هنوز به درستي در ميان محققان، دولتمردان و رسانه­ هاي ايران شناخته شده نيست. با اين پيش فرض­ها سؤال اصلي اين مقاله عبارت است از اينكه مفهوم داياسپورا چه تعريف و مصاديقي دارد و رابطه آن با منافع ملي جمهوري اسلامي ايران در عصر جهاني‌شدن چيست؟ در پاسخ بايد گفت نوع اين ارتباط بيش از هر چيز در تعامل با يكسري عوامل تعيين خواهد شد كه در صدر آن‌ها داشتن فهمي درست از اين پديده و بعد اتخاذ راهبردي حساب شده در تعامل با آن است. بر اين اساس و در سطح تحليل نخست اين مقاله ارائه دهنده تبيين مفهومي ـ مصداقي از داياسپورا در فضاي جهاني‌شدن است و بعد به تحليل اهميت و جايگاه اين جوامع در ارتباط با منافع ملي جمهوري اسلامي ايران خواهد پرداخت.

Diasporas are a unique type among non-governmental actors in global politics and international relations. They have become a focal point for research centers, power clubs and media across the world in the last two decades. Given these points, this paper explores the relationship between these emerging actors and national interests of the Islamic Republic of Iran in the context of globalization. The paper argues that their influence depends on a number of factors including a proper understanding of diasporas in the current era and then deliberating an efficient strategy to deal with them. On this basis and in the first level of analysis, this paper presents conceptual and applicable explanations of diaspora as a scientific term. On the second level, an appropriate analysis will be presented to explain the increasing influence of these new-emerged actors in relation to national interests of Iran.
