بررسي ماهيت كنش‌گري داعش از منظر مفاهيم روابط بين الملل

The Islamic State of Iraq and Syria (ISIS) from the Perspective of Concepts of International Relations

هدف اصلي اين پژوهش پرداختن به دولت اسلامي عراق و شام (داعش) به عنوان يكي از كنش گران جديد در روابط بين ­الملل از منظري متمايز است. در واقع با بررسي ادبيات موجود و تقسيم اين ادبيات بر اساس نام گذاري نويسنده به ادبيات علي/ تبييني، انديشه ­اي/ تكويني، مقايسه­ اي/ تطبيقي، سنجش محور و آينده پژوهي مي ­توان به اين جمع­ بندي رسيد كه هيچ يك از اين ادبيات براي فهم كنش ­گري داعش به منظور مقابله با آن، به اين پديده از منظر مفاهيم رشته ­ي روابط بين الملل با تأكيد بر تحول مفاهيم اين رشته (وجه تمايز اين پژوهش با ساير آثار) توجه نكرده­اند. بنابراين اين پژوهش با گشودن پنجره­اي جديد در حوزه­ ي مطالعاتي مربوط به داعش بر آن است تا اين پديده را از منظر برخي از مفاهيم روابط بين ­الملل همچون بازيگر، قدرت، امنيت، هويت و جهاني شدن مورد بررسي قرار دهد. از اين رو در پاسخ به سؤال چگونگي فهم ماهيت كنش گري داعش، فرضيه­ ي اصلي اين مقاله آن است كه براي فهم كامل كنشگري اين پديده به منظور اتخاذ اقدامات بازدارنده در قبال آن، هم جامعه ي علمي و هم جامعه­ ي بين ­المللي بايستي به طور هم زمان آن را از منظر مفاهيم گوناگون روابط بين ­الملل مورد بررسي و فهم قرار دهد. اين پژوهش يك پژوهش توصيفي/ تحليلي است و روش گردآوري اطلاعات در آن بر اساس جمع آوري داده­ هاي مجازي و استنادي است.

The main aim of this paper is the study of Islamic State of Iraq and Syria (ISIS) from the perspective of the concepts of international relations. As the one of the important actors in the international politics, ISIS needs to be paid attention from different points and we do it in this paper. We attempt to study ISIS from the view of the concepts such as actor, security, power, identity, ontological security and globalization. For this aim in the first part of this paper we study the concept of state in the international law and we will conclude that we cannot consider ISIS as a state. So it is in governmental actor. Then we study ISIS as a social movement and an anti system movement. In the second part of this paper we study the concept of power in ISIS from the perspective of discursive power and coercive power. In the third part of this paper we study the concept of ontological security in ISIS and finally we study the concept of globalization and its relation to ISIS. The main question in this paper is how we understand ISIS from the perspective of concepts in international relations. We will conclude if the international society wants to deter ISIS, it should understand the relation between ISIS and concepts in international relations.
