The Impact of Information Technology on Function of Diplomacy

در اين پژوهش با اشاره به تحولات سريع در عرصه فناوري اطلاعات، تاثير اين متغير بر عملكرد و وظايف سنتي ديپلماتيك بررسي شده ضمن برشمردن دوره‌هاي مختلف تكامل مفهوم ديپلماسي، از ظهور و بروز ديپلماسي عمومي به‌عنوان محصول تعامل عرصه‌هاي فناوري اطلاعات و ديپلماسي نام برده شده است. بررسي تطبيقي خصوصيات ديپلماسي در دوره‌هاي مختلف مذكور نيز دگرگوني اساسي در مفاهيم و محتواي ديپلماسي را نشان داده انطباق با شرايط جديد محيطي ضرورت توجه بيشتر دستگاه ديپلماسي به فناوري اطلاعات و تخصص‌هاي جديد مورد نياز ديپلمات‌ها براي عملكرد بهتر در فضاي به شدت در حال تغيير و دگرگوني صحه مي‌گذارد. در اثر چنين پديده‌اي مفاهيم جديدي در عرصه ديپلماسي به‌وجود آمده كه ضرورت درك و فهم عميق اين مفاهيم مسئله اصلي مورد نظر در اين مقاله است. مفاهيم جديد تركيبي از عبارات ديجيتال، سايبر، مجازي، الكترونيك، اينترنت با ديپلماسي هستند. مفاهيم جديدي مثل "اي ويزا" يا "سفارت ديجيتال" نيز اين روزها در عرصه امور ديپلماتيك بسيار كاربرد دارد. در اينجا به نظر مي‌رسد كه يكي از شاخه‌هاي علوم فني و مهندسي با يكي از رشته‌هاي علوم انساني با يكديگر تلفيق شده و عرصه كاملا جديدي را به‌وجود آورده‌اند. در اين پژوهش ضمن تأكيد بر انكار ناپذير بودن تأثير عميق فناوري اطلاعات بر ديپلماسي، ضرورت بازنگري در كليه مباني نظري و شكلي موجود در اين زمينه مورد توجه قرار گرفته است.

This article aims to study the fast developments in the domain of information technology and its implications for and its impacts on traditional function of diplomacy. In this context the author considers different stages in evolution of diplomacy and asserts that the emergence of 'Public Diplomacy' is the byproduct of interaction between information technology and diplomacy. The comparative study of the characteristics of diplomacy in different eras shows a dramatic change in both the sprit and content of diplomacy. It also emphasizes the necessity for further attention to information technology and the need of diplomats to be equipped with the new expertise in this transitional era. In this context, new concepts are created, each of which is a combination of words digital, cyber, virtual, electronic and internet with diplomacy. Nowadays new concepts like 'e-visa', 'digital embassy' or 'virtual embassy' are very often heard in diplomatic circles as well as media. This paper emphasizes the undeniable impact of information technology on diplomacy and reaffirms the necessity of a factual assessment of and a critical revision in all theoretical and instrumental foundations in this field.
