طراحي و تبيين مدل برنامه‌ريزي راهبردي با رويكرد مدل تعالي سازماني (مطالعه موردي صندوق ضمانت سرمايه‌گذاري تعاون)

Developing a Strategic Planning Model using the Approach of Excellence EFQM Model (Case Study Cooperative Investment Guarantee Fund)

استفاده از مدل تعالي سازماني به منظور بهبود و ارزيابي عملكرد صندوق ضمانت سرمايه‌گذاري تعاون مي‌تواند راه گشاي برنامه‌ريزي‌ استراتژيك موثر و مفيد براي افزايش اثربخشي و كارايي باشد. بنابرين، به منظور تحول و توسعه، بهبود عملكرد و تبديل صندوق ضمانت سرمايه‌گذاري تعاون به يك صندوق ضمانت سرمايه‌گذاري استراتژي محور نيازمند استفاده از مديريت عملكرد سازماني و پشتيباني از تحقق چشم‌انداز، به روش علمي و پژوهشي مي‌باشد. هدف اين تحقيق ارائه مدل برنامه‌ريزي راهبردي با رويكرد مدل تعالي سازماني به منظور بهبود عملكرد صندوق ضمانت سرمايه‌گذاري تعاون مي‌باشد. بدين منظور، مدل پيشنهادي باعث تحقق دو عامل اثربخشي، كارايي مي‌شود، كه نهايتاً اين دو عامل منجر به افزايش بهره‌وري در صندوق ضمانت سرمايه‌گذاري تعاون مي‌شود. اين تحقيق با توجه به نوع پژوهش و موضوع مورد مطالعه، كيفي، كاربردي و توصيفي است كه با بهره‌گيري از روش‌هاي اسنادي و ميداني به گردآوري داده‌هاي مورد نياز پرداخته شده است. ابتدا ادبيات موضوع مديريت استراتژيك و ارزيابي عملكرد سازماني و سپس مدل EFQM بيان شده است. اهداف صندوق ضمانت سرمايه‌گذاري تعاون و كاركردها و ويژگي‌هاي صندوق‌هاي ضمانت سرمايه‌گذاري و همچنين ماموريت، رسالت، سند انتظار و چشم‌انداز صندوق ضمانت سرمايه‌گذاري تعاون، ارائه شده است. در آخر مدل برنامه‌ريزي راهبردي صندوق ضمانت سرمايه‌گذاري تعاون ارائه گرديد كه مجموعه اهداف و معيارهاي ارزيابي عملكرد كه بيشترين امتياز را كسب كرده‌اند تاثير ويژه‌اي در مدل برنامه‌ريزي راهبردي دارند

Model to improve EFQM excellence and performance evaluation Guarantee Fund investment cooperation can help us to develop effective strategic planning to increase the effectiveness and productivity. Therefore, the use of Corporate Performance Management and supporting the goal by scientific method are required in order to evolve and develop, improve performance and turn a Cooperative Investment Guarantee Fund to the strategy-based Investment Guarantee Fund. This study aims to provide the strategic planning model with the approach of EFQM excellence model to improve the performance of Cooperative Investment Guarantee Fund. Therefore, the proposed model leads to acquire effectiveness and productivity, and these two factors ultimately lead to increase f efficiency in the Cooperative Investment Guarantee Fund.According to research subject, this is a qualitative, applied, and descriptive study that the data have been collected by documentary and field. The literature of strategic management, organizational performance evaluation, and EFQM model is expressed. The objectives and characteristics of Investment Guarantee Fund and the mission of Cooperative Investment Guarantee Fund have been presented. Finally, strategic planning model of cooperative investment Guarantee Fund has been proposed that the set of objectives and evaluation criteria that have acquired the most points have the special effects in the strategic planning model.
