Leisure time rights in Iran - Case study: Tehran

در هر جامعه ­اي استفاده از تفريح و اوقات فراغت، به عنوان يكي از حقوق مهم ملت تلقي مي­ شود. بايد براي همه افراد جامعه همزمان باشغل و درآمد كافي، امكان و توان استفاده از اوقات فراغت وتفريح فراهم آيد، و زمينه­ هاي لازم از نظر حقوقي و قانوني ايجاد شود، تا افراد جامعه بتوانند در فضايي مناسب به حق قانوني خود برسند. لذا جهت بررسي وضعيت اوقات فراغت از نظر حقوق شهروندي و ميزان اطلاعات افراد از اين حقوق و قوانين ونقش دولت و سازمان­ ها در امر رسيدگي به امور اوقات فراغت و وضع قوانين فراغتي 210 پرسشنامه بين مردم در پارك لاله واقع درمنطقه شش كلان شهر تهران توزيع شد. در پردازش پرسشنامه از نرم افزار spss و طيف پنجگانه ترتيبي ليكرت استفاده شد، و نتايج حاكي از آن بود كه مردم ازامنيت و آزادي­ هاي لازم در فضاهاي فراغتي خود برخوردارند، درمورد قوانين حقوقي فراغت اطلاع چنداني ندارند، همچنين به نقش دولت در سر و سامان دادن فضاهاي فراغتي و قوانين مربوط به آن اهميت زيادي مي ­دهند.

In every society, having leisure time is considered one of the most important rights of people. Apart from suitable job and reasonable income, every single person of the society must have the opportunity to enjoy leisure time. The necessary legal conditions must be created for every one so that they can access their rights in a proper atmosphere. Therefore, to investigate the condition of leisure time considering the right of citizens and how much people know about the rights and rules about their leisure time, the role of government and organizations which deal with leisture time and enactment of leisure laws, 210 questionnaires were distributed among people in Laleh Park in Tehran. SPSS and Likert systematic fivefold spectrum were used to process the data. The result indicates that most people enjoy the necessary safety security, and freedom in their leisurely places, but they know nothing much about their legal rights concerning leisure times. Also, it was found that the role of government in organizing and controlling the places for leisure time is important to them.
