Air Pollution management in cities and Situation of Municipalities

امروزه يكي از مشكلات جدّي در محيط­ هاي شهري، آلودگي هوا است. پنج نوع از مواد آلوده كننده هوا بيش از 90 درصد آلودگي هوا در محيط­ هاي شهري را تشكيل مي ­دهند. مقايسه منابع ساكن و متحرك آلودگي هوا نشان مي­ دهد كه سهم منابع متحرك در ايجاد آلودگي به مراتب بيش از ساير بخش­ هاست. در زمينه مديريت زيست محيطي و بالاخص مديريت آلودگي هوا سازمان­ ها و نهادهاي مختلفي نقش دارند. بررسي نقش شهرداري ­ها به عنوان مديران محلي و اجرايي در قوانين نشان مي­ دهد كه در تدوين قوانين به نقش مديريت محلي توجهي نشده و بسياري از وظايفي كه در ابتدا مربوط به شهرداري بوده، برعهده سازمان­ هاي ديگر گذاشته شده است. هدف پژوهش حاضر، بررسي نقش و جايگاه قانوني شهرداري­ ها در زمينه مديريت آلودگي هوا مي­ باشد. نوع پژوهش، كاربردي و روش آن توصيفي - تحليلي بوده است. اطلاعات عمدتاً به روش كتابخانه­ اي و اسنادي و با مراجعه به قوانين و مقررات بالادستي شهرداري ­ها و محيط زيست تهيه شده است. نتايج تحقيق نشان مي ­دهد كه؛ در قوانين مربوطه در زمينه مديريت آلودگي هوا، نقش شهرداري بيشتر مشاركتي و در كنار ساير سازمان­ هايي مثل نيروي انتظامي قرار دارد. همچنين در تدوين اين قوانين نقش مديريت محلي ناديده گرفته شده و وظايفي با جنبه محلي به جاي واگذاري به شهرداري به سازمان­ هاي سطح كلان مثل حفاظت محيط زيست واگذار شده است. به نظر مي ­رسد همين تمركز گرايي قوانين در سازمان­ هاي كلان و سياستگذار و عدم توجه به مديريت محلي سبب شكست برنامه­ هاي كاهش آلودگي هوا شده است.

Nowadays the air Pollution is one of the must serious problems in urban areas. More than 90 percent of total pullotion in urban environments consist five kinds of air pollutants. Comparation of static and daynamic resources of air pollution shows that share of dynamics resources is highly more than section. Different Organizations and institute have role in field of environmental management and specially in air pullation management investigation about municipalities as local and administrative managers roll in laws shows that local management role in neglected in laws and many duties of municipalities are remove to other urban organizations. In This paper the main gole is studing the role and legal situation of municipalities in field of air pullotion management. This research is apply with describtive analytical method. Data gathering is documentary by referring to laws and regulations of municipalities and national environment organization. The result show that the role of municipality is participatory like other organizations such as police. The role of local management is neglected in law collection some studies instead of municipality are remove of macro level organization like environmental organization. So lack of attention to role of municipalities for reduction of air pollution is one of reasons for failure of air pollution control programs.
