ارزيابي اثر بخشي آموزش HSE بر اساس مدل تعالي سازماني EFQM (مطالعه موردي: مركز تحقيقات و تعليمات حفاظت فني و بهداشت كار)

Evaluation of the Effectiveness of Training Programs in HSE Management System Using the EFQM Excellence Model Guide (Case Study: Center of Research and Training for Occupational Technical Safety and Health)

مقدمه: امروزه با توسعه تكنولوژي هاي مختلف و حضور پر نقش نيروي انساني در محيط كار به موضوع پر اهميت بهداشت، ايمني و محيط زيست كه تاثير بسزايي در ايمن سازي محيط كاردارد توجه جدي شده است. در يك دهه اخير توجه سازمان ها و محققان به مطالعه وبه كار گيري مدل EFQM به عنوان يك شاخص اثرگذار در ارزيابي سازماني افزايش يافته است. مركز تحقيقات و تعليمات متولي امر آموزش ايمني كار در سطح كشور آموزش هاي مديريت HSE را به نحوه گسترده اي فراگير نموده است. اين مطالعه با هدف تحليل و ارزيابي اثربخشي دوره هاي فوق در نهادينه كردن مديريت HSE در صنايع كشور با استفاده از راهنماي مدل تعالي سازماني EFQM انجام گرفته است. روش بررسي: پژوهش حاضر توصيفي از نوع مقطعي بوده، جامعه هدف فراگيران شركت كننده دردوره هاي آموزشي سامانه مديريت HSE مي باشند. تعداد نمونه برآورد شده، 113 نفر مي باشد. از پرسشنامه شاخص مدل EFQM استفاده شد. يافته ها: تعداد نفرات به تفكيك، شامل 65.5% مرد و 34.5% زن با سطح تحصيلات 6.2% فوق ديپلم ،77% ليسانس، 15.9% فوق ليسانس و 0.9% دكتري مي باشند. تحليل داده ها نشان داد كه بر اساس شاخص هاي نه گانه مدل EFQM، برگزاري كارگاه آموزش HSE در افزايش سطح آگاهي و درك فراگيران نسبت به مباحث بهداشت، ايمني و محيط زيست از لحاظ آماري تاثير مستقيم و مثبت و معني داري دارد (0.05 >p). نتيجه گيري: نتايج حاصل از اين مطالعه بيانگر اين مي باشد كه برگزاري كارگاه هاي آموزشي HSE توسط مركز مذكور مي تواند نقش بسزايي در نهادينه كردن سامانه مديريت HSE در صنايع سطح كشور ايفا نمايد.

Introduction: Today, with development of technology and the important role of human resources in the workplace, serious attention is paid to the important role of HSE management, which has a significant impact in immunization of the workplace. In the past decade, the organizations' and researchers' attention have been increased in studying and applying the EFQM model. This model provides a comprehensive and nonprescription framework for self-assessment. Therefore, in this regard, the Technical Research Center for safety and health protection, as the custodians of the work safety training in the country, has spread the HSE management training; therefore, through this method, it was attempted to evaluate the efficiency of mentioned tenures in applying the HSE management system in the country's industry, using the EFQM organizational excellence model. Methods: The present study was a cross-sectional descriptive study and the target population, included students participating in HSE management training courses. The sample included a total of 280 subjects and Using Cochran formula with a confidence level of 95%, the number of samples generated became 113 people. The Collection tool based on the EFQM model indices, led to the design of a questionnaire, whose validity and reliability was confirmed by 10 professors. The provided questionnaires were given to samples based on a Likert scale before holding period and also after the mentioned period. Results: After this project, it was found that the population included 65.5% males and 34.5% females with education of 6.2% diploma, 77% BA, 15.9% MA, and 0.9% PHD. Then the gathered information were entered in the SPSS software (v.21) and were investigated using the descriptive and analytical chi-square tests and Spearman correlation coefficient at a significant level of 0.05. Conclusions: The results showed that the HSE MS courses held by the mentioned center had a significant impact on applying the HSE management system in the country's industry.
