The enabling approach for housing supply Drawbacks prerequisites – Egyptian experiences

Abstract :
Housing supply is the main role of the state to improve living conditions to the inhabitants either by directly provision or by enabling its provision. Different policies were attempting to solve the housing problems especially for poor and low income. The enabling approach is considered as being the latest trends in housing supply, that change the role of the government from being the sole provider, to the enabler for housing markets and partnership. Therefore, many criticizers doubted in the ability of that approach to improve housing rights, sustainability, and economicgrowth at the same time. The paper attempts to highlight prerequisites needed to improve the success of the enabling approach in achieving adequate housing provision. Then the paper revisits the Egyptian experiences in the application of the enabling approach from 2005 till 2010. Finally, the paper highlights the main drops and lessons must be considered as promising approach after the revolution.
